Senior Supply Chain Analyst

Position Summary / Objective:
This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSBN), and Team Submarine (TSUB) providing engineering, logistics, and project management support to SSGN and SSBN Class Submarines.
Essential functions:

- Ensure that SSGN/SSBN systems are fielded and sustained in a manner that reduces the likelihood of supply chain risks – from initial design to component provisioning, through system fielding and sustainment to final item disposal.
- Identify supply chain risks (sole source, capacity challenges, etc.) and mitigation strategies to support improved performance.
- Align with the Maritime Industrial Base team to identify and propose Supplier Development Funding (SDF) or other options for DoD investment.
- Identify problem parts and develop other manufacturing capabilities to reverse engineer, produce, and distribute, away from traditional sources and outside fleet concentration areas.
Required education and experience:
- Bachelor’s degree in business or technical field.
- 10+ years of experience.
Preferred education and experience:
- NAVSEA experience is preferred.
- Submarine experience is highly desired.
- Active Secret clearance is required.
- Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
- Expert knowledge of the Federal Supply System. This includes comprehensive knowledge of Integrated Logistics Support (ILS) concepts, policies, procedures and techniques, and their application to weapon system acquisition, management and sustainment.
- Familiarity with current Defense Industrial Base challenges.
- Ability to develop new vendors and industrial capabilities PMS 396 can leverage to reduce supply chain risks.
- Working knowledge of various databases utilized in accomplishing the research to develop and Maritime Industrial Base performance, including Navy Enterprise Resource Planning (N-ERP), Haystack, Procurement Integrated Enterprise Environment (PIEE), Product Data Reporting and Evaluation Program (PDREP), the In-Service Submarine and Sustainment Reliability Portal (ISARP) and the Government-Industry Data Exchange Program (GIDEP) is required.
- Provide Logistics review and analysis of change proposals, design improvement proposals, drawing changes, technical manual development, and lifecycle supportability/sustainment considerations.
- Demonstrate ability to be a team player; works well with others; contributes positively to work/team environment while continually seeking ways to enhance contribution to the team.
- Excellent verbal and written communication skills, as well as presentation skills.
- High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
- Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.
Telework:
This position allows for up to 20% telework. However, that may change based on customer requirements.
Travel:
Up to 30% travel may be required to locations including, but not limited to, Washington, DC, Newport, RI; Kings Bay, GA; and Norfolk, VA
