Business Systems Analyst:

Our client is seeking an experienced Business Systems Analyst to support a portfolio of project-based initiatives focused on improving business capabilities through technology. This role partners closely with business leaders and IT teams to evaluate opportunities, define solutions, and provide objective decision support for investment prioritization. The ideal candidate brings strong analytical thinking, clear business writing skills, and the ability to navigate complex, enterprise-level initiatives.

This role is a hybrid model in Portland, Oregon.

Business Systems Analyst Responsibilities:

  • Lead project intake efforts by partnering with business stakeholders and IT teams to understand problems or opportunities, evaluate solution options, estimate costs and resources, and develop objective business cases to support executive decision-making.
  • Elicit, document, and manage business and technical requirements, including use cases, current and future state processes, data flows, architecture diagrams, and ETL specifications.
  • Support active projects by facilitating requirements validation, translating business needs into technical language, and leading user acceptance testing, including test planning, scripts, data, and execution oversight.
  • Contribute to long-term planning efforts such as product or capability roadmaps, ensuring alignment with broader enterprise priorities and architectural direction.
  • Perform benefits realization activities by defining success metrics, establishing baselines, measuring outcomes post-implementation, and reporting results to business partners and leadership.

Business Systems Analyst Qualifications:

  • 4+ years of experience as a Business Systems Analyst or in a closely related business/technology analysis role, with demonstrated success supporting project-based initiatives (preferred over product-focused work).
  • 2+ years of hands-on experience performing core BSA functions, including requirements elicitation, business and technical documentation, current- and future-state process mapping, and solution analysis.
  • Proven experience developing objective business cases, alternatives analyses, and supporting materials used for executive-level decision-making, including cost, benefit, risk, and resource assessments.
  • Strong background translating business needs into technical requirements and collaborating with technical teams, with working knowledge of databases, data flows, and ETL concepts.
  • Demonstrated experience leading or supporting User Acceptance Testing (UAT), including test strategy, script development, test data preparation, execution coordination, and issue tracking.
  • Experience contributing to roadmaps, long-range planning efforts, or capability planning, with the ability to connect individual requests to broader enterprise goals.
  • Background in benefits realization or outcomes measurement, including defining success metrics, establishing baselines, and reporting post-implementation results.
  • Excellent business writing and communication skills, with the ability to produce clear, concise documentation tailored to executive, business, and technical audiences.
  • Ability to partner effectively with leaders and stakeholders across an organization, operating as a trusted advisor rather than an order-taker.
  • Strong organizational and time-management skills, with experience managing multiple concurrent projects or workstreams in a structured PMO or project-governed environment.
  • Bachelor’s degree in business, planning, information systems, or a related field preferred, or an equivalent combination of education and relevant experience.
  • CBAP or similar business analysis certification preferred.
  • Public-sector or large enterprise experience is preferred.
