PD INC International (HUBZone Prime) is recruiting a Task Order Project Manager to lead design-build and construction task orders under the U.S. Air Force Simplified Acquisition of Base Engineering Requirements (SABER) IDIQ, FA486125R0003. This role owns end-to-end delivery for assigned task orders—scope validation, field verification, schedule/submittals/QC controls, stakeholder coordination, and closeout—while operating within Air Force base access, permitting, and documentation requirements.Contract background (FA486125R0003)FA486125R0003 is a five-year, firm-fixed-price SABER IDIQ supporting construction and design-build projects at Nellis AFB, Creech AFB, Range 63, Point Bravo, and locations within the Nevada Test and Training Range (NTTR). Work is executed via individual task orders covering multi-trade renovation, repair, minor construction, utilities, and MEP scopes. Individual task orders are anticipated to vary in size and complexity, with an estimated magnitude ranging from $15,000 to $4,000,000.Company and teamPD INC International is the HUBZone prime contractor pursuing FA486125R0003 and is building a high-discipline program structure to deliver low-risk outcomes for the Air Force. We maintain the view that the success of our projects is a joint effort with our customers, ensuring a continuous knowledge transfer.Key duties and responsibilities You will be accountable for performance across design, estimating, submittals, construction execution, and closeout, including:Task order startup and DSOW confirmation

  • Lead task order kickoff meetings and confirm scope/performance constraints with Government stakeholders (CO/COR, CE, users).
  • Plan and execute scoping/site visits; coordinate trade walkdowns to gather enough information to support the statement of work, drawings, and estimate development.

Field verification and constraint removal

  • Own field verification packages: existing conditions, access restrictions, outage constraints, safety/hazmat interfaces, and coordination requirements.
  • Manage base-specific access and security processing impacts (badging/escort requirements may create schedule risk; mitigate early).

Scheduling and project controls (AF3064 alignment)

  • Coordinate baseline schedules and updates in accordance with SABER scheduling requirements tied to AF Form 3064 (Contract Progress Schedule) expectations.
  • Maintain weekly/rolling look-aheads: submit one-week and two-week forward-looking schedules for construction work and support issuance of typed meeting minutes within required timelines.

Submittal management (Submittal Register and AF Form 3000)

  • Build, maintain, and drive the Submittal Register as a control document for each task order; ensure timely updates within required windows.
  • Manage submittal workflow using AF Form 3000, including required internal coordination, and ensure Designer of Record review/signoff for design-build submittals where applicable.

Estimating coordination and eGordian integration

  • Coordinate with PD INC estimating/eGordian lead to produce accurate, complete cost proposals consistent with SABER catalog methodology and documentation expectations (including support for non-prepriced items when applicable).

Permitting, excavation, and outage coordination (AF Form 103)

  • Plan and manage excavation/utility disturbance work clearances and ensure no excavation beginswithout an approved AF Form 103; track validity, renewal windows, and required drawings/attachments.
  • Coordinate outages and base activity impacts early and maintain a constraints log tied to the schedule.

Construction execution leadership and QC integration

  • Direct day-to-day execution for assigned task orders by coordinating superintendent/foremen, specialty trade integration, and A/E technical support.
  • Implement PD INC’s Construction Quality Control (CQC) system and ensure inspection discipline aligns to program expectations (including ensuring the project is inspected at least daily per job and that Government inspectors are updated at least weekly per the QC program approach).

Closeout and turnover

  • Drive pre-final and final inspections; ensure deficiencies are tracked and cleared to acceptance.
  • Coordinate as-built updates and closeout documentation packages (O&M manuals, warranty info, turnover documentation) consistent with SABER documentation expectations.

Required qualifications

  • Education/experience: Bachelor’s degree in Construction Management, Engineering, Architecture, or related field and 7+ years of federal or commercial construction PM experience OR 10+ years directly relevant experience in lieu of degree.
  • Federal environment readiness: Experience managing multi-stakeholder projects with formal submittals, schedule baselines, and inspection readiness.
  • Base access/security: No specific clearance level is stated here as a fixed requirement; therefore, candidates must have the ability to obtain and maintain installation access/badging and meet security processing requirements, including working in areas where clearance verification may be required and escort rules may apply.
  • Work authorization: Must be legally authorized to work in the United States.
  • HUBZone preference: PD INC is a certified HUBZone small business; HUBZone-resident applicants are strongly encouraged, supporting PD INC’s requirement to maintain/attempt to maintain HUBZone residency thresholds.
  • Driver’s license: Valid driver’s license and ability to travel between Nellis AFB, Creech AFB, and NTTR locations as needed.

Desired skills (highly valued)

  • Familiarity with SABER/JOC-style pricing and eGordian workflows.
  • CPM scheduling experience and comfort with schedule baselines/weekly updates aligned to AF3064-style expectations.
  • Strong submittal discipline (Submittal Register / AF Form 3000 coordination).
  • Experience coordinating work clearance, excavation permits, and utility tie-ins; strong constraints/risk management.
  • Experience operating in active mission environments (work windows, outages, restricted areas, inspectors).

Working conditions

  • Work location: Primarily on-base at Nellis AFB with regular travel to Creech AFB and NTTR/Range locations depending on task order portfolio.
  • Schedule: Standard working hours are typically 7:00 a.m. to 4:00 p.m., Monday–Friday, excluding Federal holidays; non-standard hours may be required for some task orders (weekends/holidays/after-hours) based on mission needs and schedule acceleration.
  • Physical demands: Construction site environment; must be able to walk jobsites, climb ladders/stairs, and wear appropriate PPE.

Onboarding and compliance requirements

  • Successful completion of base onboarding and visitor/contractor access processes; security processing may cause delays and must be planned/managed.
  • Completion of required safety and site orientation training; OSHA 30 is preferred (or ability to obtain promptly).
  • Ability to comply with project safety rules and participate in program safety/QC processes.
