Job Title: Voting Systems Specialist
Department: Voter Registration
Reports To: Director of Voter Registration and Elections
General Summary: The person in this job classification performs a variety of moderately complex office duties. Work involves the application of initiative and independent judgment to procedural questions which are encountered, although decisions made are limited by established precedents and County policies. The employee is responsible for clerical work dictated by laws related to the voter preparation for all elections and general other duties as assigned.
Education/Experience: High school graduate or GED certificate with strong proficiency in software and desktop publishing tools. Two or more years Voter Registration/Election experience, preferred.

Essential Duties – Elections:
· Assists Director with all pre-election and post-election preparations and procedures.
· Design and develop paper ballots for absentee, provisional and emergency voting.
· Design and develop electronic ballots on Electionware software for use on the DS200, DS450 vote tabulators and the ExpressVote ADA voting unit using numerous software systems for precinct voting.
· Plan and audit voting system preparation including logic and accuracy pre-testing in conjunction with Director and IT Department.
· Assist Maintenance Department with delivery and pick-up of voting equipment before and after elections.
· Assist Director with organization and implementation of Election Day execution and recovery operations.
· Oversee post-election equipment inspection, demobilization and inventory review.
· Assist Director with development and implementation of election system physical and cyber-security plan.
· Assist Director with development and implementation of poll worker training.
· Compile and report election results via phone and through county website.
Essential Duties – Registration:
· Assist in processing mail-in and counter voter registration applications in the statewide voter registration system and office practices as needed.
· Assist in processing Department of Transportation applications (DOTIA) and possess a working knowledge of in-county, out-of-county and new county applications (DOTIC, DOTOC, DOTNC) as needed.
· Assist in determining the current status of an applicant, scanning documents and signatures, updating master file, mailing required correspondence, making the necessary changes in the voter registration system and any follow-up activity as needed.
· Assist in processing mass mailings such as Five-Year Notices, National Change of Address Notices and Address Verification Notices as needed.
· Assist in performing general office duties as necessary – filing, answering telephone, process mail and answering voter questions as needed.
Other Duties:
· Attend meetings, trainings, and conferences as required.
· Assists temporary staff with other election related functions as needed.
· Attend and/or testify in court as required.
· Performs all other job-related duties as assigned and required.
General Requirements:
· Knowledge of word processing and desktop publishing tools is essential, including, but not limited to:
o Microsoft Office Suite
o Microsoft Publisher
o Google Docs
o Experience using desktop publishing tools
o Electionware Software
· Must have a firm command of the English language; possess good communication and interpersonal skills.
· Experience uploading and distributing reports via email
· Proficient and accurate data entry skills
· Must be able to work independently with little supervision and make rational decisions based on County policies, Departmental procedures and the Election Code.
· Maintain confidentiality where needed.
· Must be able to speak in front of groups of people.
· Must be able to understand and follow complex oral and written instructions, pay close attention to detail in an environment of disruptions and moderate to high stress levels.
· Must possess the ability to delegate tasks to other team members and provide direction to others.
Working Conditions:
· Work is normally performed in an office environment.
· Moderate physical activity which may require physical effort including lifting up to 75 pounds.
· May be required to sit, stand or walk for extended periods of time.
· May be required to travel on occasion.
· Normal exposure to computer screens, dust, noise and any other irritant.
