Pay Differentials Offered (must qualify through testing or verification):

  • Language Translation - Bi-cultural Spanish: $1.00 per hour
  • Bimodal Bilingualism - ASL Sign Language: $1.00 per hour
  • Bimodal Multilingualism - ASL Sign Language: $2.00 per hour


Overview:

ThePayroll Supervisor is responsible for ensuring the accurate and timely processing of semi-monthly payroll for approximately 250300 employees. This position upholds strict compliance with agency policies as well as federal, state, and local payroll regulations, while maintaining the highest standards of confidentiality and data integrity. The Payroll Supervisor provides leadership and direction to payroll staff, delivers detailed reporting and analysis to management, and promptly resolves payroll discrepancies or issues to support efficient organizational operations


Key Responsibilities

  • Assist with payroll processing to ensure accurate and timely pay runs for all employees, including regular wages, bonuses, and commissions, under the direction of HR leadership.
  • Support compliance by applying company policies, labor laws, and tax regulations throughout the payroll process.
  • Review payroll deductions, benefits, and tax withholdings for accuracy, promptly identifying and escalating discrepancies for resolution.
  • Prepare and distribute payroll reports to HR and Finance leadership as requested.
  • Maintain organized and up-to-date payroll records, ensuring accuracy in employee information, earnings, and tax documentation.
  • Serve as the initial point of contact for general employee payroll inquiries, providing assistance and escalating complex matters to senior HR staff as appropriate.
  • Participate in payroll audits by reviewing records, identifying potential errors, and recommending process improvements.
  • Proactively identify opportunities to enhance payroll efficiency and accuracy through improved tools, systems, and procedures.
  • Support training efforts by assisting with onboarding and guiding staff on payroll procedures and best practices.
  • Collaborate with HR, Finance, and IT teams to ensure payroll data integrity across systems, reporting discrepancies to supervisors as needed.
  • Follow established agency procedures to maintain smooth payroll operations and report required changes promptly.
  • Monitor Outlook 365 regularly and respond to agency communications within 24 hours to ensure timely and professional correspondence.

Education and Experience Requirements

  • Associates degree in a field related to payroll, human resources, business, or a closely aligned area.
  • Minimum of 3 years of experience in payroll, human resources processes, business operations, or related fields.
  • Current knowledge and proficiency with Office 365 applications and other Microsoft software and database tools.
  • Experience with payroll processing systems.
  • Skilled in processing liens, various withholdings, and garnishments.
  • Equivalent combinations of education and experience will also be considered.

Conditions of Employment:

  • Must possess a valid CA Drivers License, current auto insurance, and a clean DMV printout (no more than 3 points).
  • Must pass a clear background check with CACI, DOJ & FBI.
  • CPR and First Aid Certified.
  • TB Exam and Physical at the time of employment.

Driving Requirement:

  • Driving is a required function of this position.
  • Employees are responsible for ensuring the timely renewal of their vehicle insurance policies and providing updated documentation to the agency to remain in good standing and compliant with position requirements.
