A Facility Planner in the Facilities Engineering and Acquisition Division (FEAD) within the Public Works Department (PWD) typically involves responsibilities centered around facility planning, project coordination, and technical oversight to support the Navy's infrastructure needs. The Facility Planner in the PWM /FEAD Division is responsible for planning, coordinating, and managing facility projects to support the Navy’s mission. They will be under the supervision of a Government Supervisor. This role involves developing project scopes, cost estimates, and design plans while ensuring compliance with regulations, environmental standards, and Navy objectives.   5. Compliance and Regulation:
    • Ensure projects comply with encroachment regulations, environmental standards, and Department of Defense policies.
    • Prepare documentation for real estate acquisition actions and support environmental compliance efforts.
  6. Technical and Administrative Oversight:
    • Provide technical expertise in facility planning, design, acquisition, construction, maintenance, and demolition.
    • Support leadership in improving efficiency and identifying process improvements within the PWD/FEAD.

Qualifications:

  • Education:
    • Bachelor’s degree in engineering (civil, mechanical, or related), Urban Planning & Regional Development, or a related discipline. Degrees should include coursework in urban planning development, construction management, engineering design, structural technology, civil design, and environmental control systems
    • Alternatively, a combination of education and experience demonstrating knowledge of engineering principles and their application to facility design and construction.
  • Experience:
    • At least 3 years of responsible experience in engineering aspects of construction/renovation projects, including coordinating building design, specifications, and cost estimating.
    • Experience with facility planning, project management, and coordination with multiple stakeholders in a military or federal environment is preferred.
  • Certifications:
    • Professional Engineer (PE) certification or American Institute of Certified Planners (AICP) is highly desirable but not required.
    • Must be able to obtain and maintain a Secret security clearance.
  • Skills:
    • Desired proficiency in computer-aided design (CAD) software and project management tools.
    • Strong communication skills to coordinate with diverse stakeholders.
    • Knowledge of federal budgeting processes, including Navy Working Capital Fund and General Fund systems.
    • Ability to analyze and ensure compliance with environmental and encroachment regulations.

  • U.S. citizenship and ability to maintain security clearance is required.

  • Work is performed in Naval Air Station Pensacola office and in the field, depending on project needs.
