Job Summary:
We are seeking an expert Payroll Manager. This is a very hands-on position where the right person will be involved in oversight for all aspects of the payroll department.
The Payroll Manager is responsible for overseeing and supervising the weekly payroll processing function, ensuring pay is processed on time, accurately, and in compliance with government regulations. This includes wages, withholding taxes, calculating wages, and maintaining accurate payroll records using an in-house payroll system. The ideal candidate will be a Payroll expert with construction industry experience.
Duties:
Payroll Processing: Leads weekly payroll processing to ensure timely and accurate processing of payroll including wages, benefit deductions, garnishment, taxes, and other deductions. Ensures employee allowances (per diem and expense reimbursements) are properly processed. Uploads wages, payroll taxes, and 401K filings weekly.
Termination Processing: Manages the processing of employee terminations and final paychecks and closing out employee records.
Collaboration: Responsible for collaborating with Human Resources on HR policies and procedures, best practices, and system efficiencies, seeking continuous improvement in programs, systems, and processes. Collaborate regularly with the finance department to ensure accurate recording of payroll-related transactions in the general ledger and assist with audits as needed.
Year-End Processing: Responsible for accurate year-end W-2 and ACA reporting.
Compliance Responsibility: Maintains knowledge of federal, state, and local payroll, wage, and hour laws and best practices. Advise company leadership on compliance topics.
Reporting: As needed, provides reports to human resources, organizational leadership, or outside entities to maintain compliance with applicable laws. Weekly reporting of certified payrolls in compliance with Davis-Bacon laws. This includes proving documentation and reports required for audits as needed.
Employee Support: Effectively and efficiently reviews and responds to employee requests for information, payroll questions, and payroll issues while maintaining confidentiality and security of the payroll system.
Supervisory Responsibilities: Provides guidance and leadership to the payroll staff, ensuring clear and concise performance goals, feedback, and support in daily tasks. Responsible for confirming departmental staff coverage to support internal customer needs.

Skills:
- Must have expert knowledge of payroll processes, running a weekly payroll of FLSA exempt and non-exempt employees.
- Must be detail oriented with strong organization and time-management skills. Must be self-motivated and able to pace through work efficiently to meet deadlines.
- Must have working knowledge of Microsoft Office, Excel, Microsoft Teams.
- Bilingual in English/Spanish is a plus.
Qualifications:
- Bachelor’s degree or equivalent experience in accounting, finance, business administration, or related field required.
- 5 years of payroll processing experience, with 2+ years in a supervisory/management role.
- Must have experience with in-house payroll system processing.
- Experience processing payroll in the construction industry including job costing strongly preferred.
- Experience working with Viewpoint Vista and timekeeping software applications preferred.
- Certified Payroll Professional (CPP) preferred.
