Job Description:
The Policy/Business Analyst (Eligibility Specialist) will be responsible for eliciting, analyzing, and documenting business and policy requirements that support eligibility determination systems. The role focuses on understanding stakeholder needs, analyzing business processes, and translating requirements into clear user stories and acceptance criteria that align with system modernization, sustainment, and integration goals. The candidate will work closely with program stakeholders, technical teams, and subject-matter experts to ensure requirements are accurate, traceable, and implementable.
Requirements:
- U.S Citizenship required.
- Must be able to obtain and maintain a Public Trust clearance
- This position is remote but may require occasional onsite meetings in McLean, VA.
- You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.
Qualifications and Experience:
- Bachelor's Degree in Business, Public Policy, Information Systems, Computer Science, or a related field.
- At least 4 years of experience in business analysis, policy analysis, eligibility systems, or a related role.
- Experience conducting requirements elicitation, process analysis, and stakeholder interviews.
- Strong ability to develop user stories, acceptance criteria, and functional requirements.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills, with the ability to convey complex concepts clearly.
- Strong attention to detail and ability to manage multiple priorities independently.
Preferred Qualifications:
- Experience in a government contracting or public-sector environment.
- Familiarity with eligibility or enrollment systems and policy-driven business rules.
- Experience working with Oracle-based systems or data sources.
- Experience supporting system modernization, sustainment, or integration initiatives.
Responsibilities
Requirements Elicitation and Analysis:
- Conduct requirements elicitation sessions with business users, policy stakeholders, and technical teams.
- Analyze eligibility-related business processes, workflows, and decision points to identify gaps and improvement opportunities.
User Story and Acceptance Criteria Development:
- Develop clear, well-structured user stories and detailed acceptance criteria to support system development and testing.
- Ensure requirements are testable, traceable, and aligned with business and policy intent.
Stakeholder Collaboration:
- Work closely with stakeholders to validate requirements, confirm assumptions, and resolve ambiguities.
- Facilitate discussions to ensure shared understanding of eligibility rules, business needs, and system impacts.
Process Documentation and Analysis:
- Document current-state and future-state processes supporting eligibility and enrollment functions.
- Support alignment of business processes with modernization and integration objectives.
Requirements Governance and Traceability:
- Ensure requirements are properly documented, versioned, and traceable throughout the development lifecycle.
- Support change management by assessing the impact of requirement changes on scope, schedule, and downstream systems.
Continuous Improvement:
- Stay informed on best practices in business analysis, requirements management, and eligibility systems.
- Identify opportunities to improve requirements quality, stakeholder engagement, and delivery efficiency.
Compliance and Alignment:
- Ensure requirements align with applicable policies, regulations, and internal standards.
- Support audits, reviews, and validation activities by providing clear requirements documentation and rationale.
