Job Summary

The Supervisor OSP Construction manages multiple OSP construction and maintenance projects from start to finish within the assigned territory. Responsibilities include project development, organization, scheduling, implementation, completion, material and equipment management, budget oversight, and collaboration with employees and vendors. This role also involves managing direct reports and overseeing vendor performance. Travel requirements can be up to 75%.

Duties and Responsibilities

  • Manage day-to-day operations for multiple assigned Outside Plant (OSP) construction projects
  • Plan, organize, and direct construction and maintenance activities for structures, facilities, and systems
  • Prepare and submit performance requirements, material needs, schedules, budget estimates, and operational documents to support proposals and quotes
  • Develop and deliver proposals and cost estimates
  • Evaluate construction methods to ensure cost-effectiveness and efficiency
  • Schedule OSP construction activities with logical sequencing and sufficient time to meet deadlines
  • Review project specifications to determine appropriate construction methods and resource needs
  • Obtain necessary permits and licenses for each project
  • Manage and track project-specific inventory, tools, vehicles, equipment, and supplies
  • Determine labor requirements; work with Human Resources to recruit, hire, or reassign staff as needed
  • Supervise employees and vendors performing day-to-day OSP construction tasks
  • Select, coordinate, and oversee specialized vendors and subcontractors (e.g., tower crews, splicing crews, landscapers, painters)
  • Ensure contractual obligations and performance conditions set by the customer are met
  • Monitor project budgets and input data into systems for internal and external progress and cost reporting
  • Track construction progress; make necessary adjustments to maintain schedule, specifications, and compliance with safety and building codes
  • Investigate incidents, accidents, or delays and take appropriate corrective actions
  • Collaborate with employees, vendors, clients, architects, and designers to resolve issues and streamline workflows
  • Apply Company safety and quality standards throughout all phases of construction
  • Ensure site safety inspections are conducted and safety/quality guidelines are followed by all personnel
  • Continuously review and assess project work progress
  • Identify, assess, and mitigate construction risks
  • Enforce quality construction standards and proper techniques
  • Hire full-time and temporary laborers as needed per project demands
  • Approve employee timecards, time off requests, and expense reports
  • Maintain a valid driver’s license and reliable transportation
  • Perform additional duties as assigned

Required and Desired Qualifications

  • 3+ years of OSP construction experience or relevant education/training required.
  • 2+ years of leadership in managing people/projects preferred.
  • Proficient in Microsoft Office (Word, Excel, Outlook).
  • Capable of managing multiple projects without compromising service or quality.
  • Excellent verbal and written communication skills.
  • Strong planning, organizational, leadership, and interpersonal skills.
  • Able to interact effectively at all organizational levels and with customers.
