About the District
The Los Osos Community Services District is an independent special district serving the unincorporated community of Los Osos on California's Central Coast. Governed by a five-member elected Board of Directors, the District provides water, drainage, parks and recreation, street lighting, and solid waste services to approximately 15,000 residents. Fire protection and emergency response services are provided through a contract with CalFire.
The District operates through two primary departments—Administration and Utilities—and is supported by 10 employees. The District manages an annual operating budget of approximately $8 million and a capital budget of $2.8 million.
The District emphasizes community engagement and transparency. Advisory committees provide recommendations to the Board on finance, utilities, emergency services, and parks and recreation. The District works closely with the County of San Luis Obispo, regulatory agencies, and the Basin Management Committee, which oversees implementation of the Los Osos Groundwater Basin adjudication.
The Community
Los Osos is a residential coastal community on California's Central Coast, situated along the southern shore of Morro Bay. What to Expect
The successful candidate will help lead a small, high-performing organization with responsibility for day-to-day utility operations, capital projects, regulatory compliance, and staff development. Key District initiatives include a water resiliency pipeline project, drainage infrastructure projects, and parks projects. The District seeks a customer-service-oriented Assistant General Manager who can effectively communicate with residents, contractors, consultants, regional partners, elected officials, and District staff. Strong presentation and interpersonal skills are essential. The ideal candidate is a collaborative and experienced leader who can build relationships, motivate staff, and help the organization achieve its goals. Successful candidates will be adept at balancing competing priorities, managing complex capital projects, and aligning workloads with employees' strengths, interests, and professional development objectives.
Qualifications
Assistant General Manager
Education: Bachelor’s Degree (preferred) in civil engineering, environmental engineering, environmental studies, business administration, public administration, or a related field.
Experience: Seven years of progressively responsible management experience, with at least two years supporting public utility infrastructure, and experience working for a municipal agency, special district or other public organization.
Licenses and Certifications: Must posses a Class C driver’s license and must posses or obtain a California State Water Resources Control Board certifications (e.g., D2, T2, or higher) within 12 months of employment.
Assistant General Manager/District Engineer
Education: Bachelor’s Degree in civil engineering, environmental engineering, environmental studies, business administration, public administration, or a related field preferred.
Experience: Seven years of progressively responsible civil engineering work, with at least two years supporting public utility infrastructure, and experience working for a municipal agency, special district or other public organization.
Licenses and Certifications: Valid California Professional Engineer License, valid Class C driver’s license and must obtain California State Water Resources Control Board certifications (e.g., D2, T2, or higher) within 12 months of employment.

Salary: Assistant General Manager $127,108 - $154,502 or Assistant General Manager/District Engineer $151,777 - $184,496 Annually
Vacation Leave: 10 to 20 days of leave annually
Sick Leave: 12 days of leave annually
Administrative Leave: 40 hours of leave annually
Holiday Pay: 11 paid holidays plus 2 paid floating holidays
Retirement: CalPERS Retirement - Classic 2% at 55 and PEPRA 2% at 62
