Senior Acquisition Specialist

Position Overview

The Senior Acquisition Specialist is a Key Personnel position supporting the Bureau of Engraving and Printing (BEP) Office of Supply Chain Management (OSCM) under the OSCM Supply Chain Operations Support Services contract. This is a non-personal services engagement. The Senior Acquisition Specialist leads procurement package development for actions exceeding $15,000, conducts FAR Part 10 market research, and delivers training to Government staff on acquisition processes. The specialist operates in an Acquisition Facilitation capacity conducting market research, validating requisitions, and preparing complete, compliant order packets and will not hold final signature authority or fund obligation capabilities. High proficiency in Oracle E-Business Suite (EBS) is required for all acquisition-related workflows.

Key Responsibilities

  • Prepare complete, compliant procurement packages for actions exceeding $15,000, including Statements of Work/Performance Work Statements (SOW/PWS), Independent Government Cost Estimates (IGCE), Market Research Reports, Justification & Approvals (J&A) where applicable, and EHS forms, aligned to Treasury Common Services Center (TCSC) procurement standards. Objective: 95% acceptance without major revision.
  • Conduct FAR Part 10 market research; identify sources of supply; document findings; and recommend procurement strategies.
  • Deliver practical acquisition training to Government staff through desk-side sessions and workshops covering market research, package assembly, sources of supply, and documentation standards.
  • Validate requisitions against applicable standards and prepare order packet inputs for GCPC/TCSC procurement processing.
  • Produce complete package files per action, market research reports, and training materials including slides, checklists, and desk guides.
  • Support OSCMs daily operational cadence for material management, customer engagement, and procurement workflows.
  • Operate in strict compliance with FAR Subpart 7.5; contractors will not hold final signature authority or fund obligation capabilities.
  • Use Oracle EBS Purchasing modules and federal procurement tracking systems to manage milestones and reporting.

Qualifications and Experience

Mandatory Qualifications:

  • Minimum of ten (10) years of experience developing complex, high-dollar acquisition strategies in compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Advanced expertise in developing complex, high-dollar acquisition strategies.
  • Mastery in authoring technical acquisition artifacts, including Performance Work Statements (PWS) and Justification & Approvals for specialized manufacturing requirements.
  • High proficiency in Oracle EBS Purchasing modules and federal procurement purchasing and tracking systems to manage milestones and reporting.

Desired Qualifications:

  • Experience serving as a primary technical advisor to senior leadership on procurement lead times, market research findings, and risk mitigation strategies.
  • Prior experience aligning complex procurement schedules with large-scale ERP/WMS modernization milestones.
  • Professional certification such as LSSBB, PMP, or FAC-C Level II/III equivalent experience.

No specific certification is required by the solicitation. Professional certifications such as LSSBB, PMP, or FAC-C Level II/III equivalent experience are desired and would strengthen the candidates profile.

Clearance / Security Requirement

No secret facility clearance is required. Contractor personnel must meet BEP Personnel Security requirements (risk designation/low risk clearance) and comply with BEP Physical Security and Information Assurance policies for controlled areas and sensitive information.
