Position Information:
BreakForth Solutions Company is seeking an experienced Senior Budget Specialist to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO), Budget Management Directorate (BMD). The candidate should have federal budget and finance experience. Experience working in Federal IT organizations is preferred.
Essential Functions
- Support the OCIO’s financial organization with the management of the organization’s reimbursable agreements (RAs). Activities to support management of RAs may include, but are not limited to:
- Supporting the management of the full lifecycle of Reimbursable Agreements (RAs), including Interagency Agreements (IAAs) such as FMS 7600A/B, ensuring agreements are properly established, documented, and maintained in accordance with federal statutes (e.g., Economy Act) and agency policy.
- Coordinating with agreements specialists, program managers, and legal/financial stakeholders to review and validate reimbursable agreements for statutory authority, scope, period of performance, and funding accuracy.
- Certifying the availability of funds and ensure correct appropriations are used prior to obligation; support obligation and de-obligation actions in compliance with fiscal law and budgetary controls.
- Monitoring and tracking budgetary resources, including direct appropriations and reimbursable authority, ensuring funds are used solely for their intended purpose and within approved limits
- Analyzing financial data to support budget execution, including monitoring spending rates, identifying variances, and advising management on adjustments throughout the fiscal year.
- Supporting billing and collection processes for reimbursable work by coordinating with billing teams to ensure accurate and timely invoicing for actual costs, including direct, indirect, and overhead expenses.
- Performing periodic (e.g., quarterly) reconciliation of reimbursable agreements to verify costs, resolve discrepancies, and ensure mutual agreement between performing and requesting agencies.
- Executing closeout activities for completed reimbursable agreements, including final reconciliation, de-obligation of unused funds, and proper financial documentation.
- Preparing and presenting budget reports, fund status updates, and financial analyses to OCIO leadership and other stakeholders to support decision-making.
Education/Skills/Experience Requirements:
- Minimum Education: Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field
- Minimum Experience: 5 years of relevant budget analyst experience
- Education/Experience Equivalent: Associate’s degree +7years relevant experience or HS +9years relevant experience
- Knowledge of federal budget execution principles, including monitoring, tracking, reporting, forecasting, and compliance
- Understanding of reimbursable agreements (RAs) and Interagency Agreements (IAAs), including FMS 7600A/B
- Strong written and verbal communication skills to:
- Coordinate with internal and external stakeholders
- Explain budget status, reimbursable activity, and financial issues clearly
- Proficiency with financial management systems, spreadsheets, and reporting tools used for budget execution
- Strong attention to detail, organizational skills, and ability to manage multiple priorities
Desired Knowledge/Skills
- Experience with UFMS or similar federal financial systems
- Experience managing or supporting the full lifecycle of reimbursable agreements
- Experience working with federal IT organizations
