Housing Rehabilitation Project Manager (Construction Coordinator)

About the Role
Better Community Neighborhoods, Inc. (BCNi) is seeking a field-based Construction Project Manager to oversee residential rehabilitation projects under state-funded housing programs, including the NYS Vacant Rental Program (VRP).
This role focuses on managing small-to-moderate residential rehab projects — not large commercial construction. Projects include scope development, contractor coordination, cost estimating, and on-site oversight to improve housing quality and code compliance across Schenectady and Montgomery Counties.

What You’ll Do
Project Assessment & Scope Development

Conduct residential property assessments

Identify code deficiencies and life-safety issues

Develop detailed scopes of work and cost estimates

Prepare bid packages and contractor documentation
Contractor Management

Coordinate contractor bidding and selection

Conduct pre-construction meetings
-
Monitor contractor performance and quality of work

Review invoices and verify completed work
Construction Oversight

Perform regular site visits
-
Ensure projects stay on scope, budget, and timeline

Address field issues and change conditions

Maintain photo and written documentation
Compliance & Reporting

Ensure compliance with all program requirements and local building codes

Maintain organized project files

Support reporting and audit documentation
What We’re Looking For

3+ years of residential construction, rehabilitation, inspection, or project management experience
-
Experience developing scopes of work and cost estimates

Experience managing contractors and overseeing field work

Ability to manage multiple small projects simultaneously

Strong organizational and documentation skills

Valid driver’s license (local travel required)
Preferred (not required):

Experience with publicly funded housing programs (HOME, CDBG, other HCR-funded programs)

Code enforcement or inspection background

EPA Lead or OSHA certifications
Work Environment

Field-based throughout Schenectady and Montgomery Counties

Independent schedule management

Collaborative work with property owners, contractors, and program staff
Compensation & Benefits
This is a full-time position with a salary range of $55,000–$65,000 per year, commensurate with experience and qualifications. Part-time or contract arrangements may be considered as an interim option for exceptionally qualified candidates.
