Position Overview:
The Director of Financial Programs oversees all financial operations of the organization, ensuring fiscal integrity, regulatory compliance, and long-term financial sustainability. This position provides strategic leadership for budgeting, financial reporting, cash management, grant administration, debt management, procurement, and audit coordination while supporting organizational goals and operational excellence.
Core Responsibilities
Financial Management & Strategic Planning
- Lead the development, implementation, and monitoring of annual operating and capital budgets.
- Prepare multi-year financial forecasts and cash flow projections to support strategic decision-making.
- Monitor daily cash balances and ensure adequate liquidity for operational needs and debt obligations.
- Analyze financial performance and provide recommendations to executive leadership and the Board.
- Develop financial models and scenario analyses to support organizational planning and growth initiatives.
Financial Reporting & Compliance
- Oversee the preparation and review of monthly, quarterly, and annual financial statements.
- Ensure compliance with federal, state, local, and organizational financial regulations and reporting requirements.
- Maintain strong internal controls and financial policies to safeguard organizational assets.
- Coordinate annual audits and ensure timely resolution of audit findings and recommendations.
- Prepare financial reports, budget variance analyses, and presentations for leadership and governing boards.
Grant & Restricted Fund Administration
- Oversee financial management of federal, state, and local grants.
- Monitor restricted funds to ensure expenditures align with approved budgets and funding requirements.
- Ensure compliance with grant regulations, reimbursement processes, and reporting deadlines.
- Maintain audit-ready documentation for all grant-funded activities.
Debt, Capital Projects & Cash Management
- Manage debt service obligations and long-term reserve planning.
- Support financial planning and oversight of capital improvement and construction projects.
- Monitor investments, reserves, and cash management strategies to maximize financial stability.
Accounting & Financial Operations
- Oversee accounts payable, accounts receivable, payroll coordination, purchasing, and procurement processes.
- Collaborate with external accounting firms and auditors on month-end and year-end financial activities.
- Review reconciliations, account analyses, and financial transactions for accuracy and completeness.
- Ensure efficient financial processes and continuous improvement of accounting procedures.
Leadership & Collaboration
- Provide leadership and supervision to finance and business office personnel.
- Collaborate with administrators, department leaders, program managers, and external stakeholders.
- Train staff on financial procedures, compliance requirements, and budget management practices.
- Foster a culture of accountability, transparency, and customer service.
REQUIREMENTS
- Bachelor's degree in Accounting, Finance, Business Administration, or related field required; Master's degree preferred.
- Minimum of 5 years of progressively responsible finance, accounting, or school business management experience.
- Experience with governmental accounting, school finance, grant administration, and public-sector budgeting preferred.
- Strong knowledge of financial reporting, internal controls, audit processes, and compliance requirements.
- Proficiency in Sage Intacct, Sage 100, or other Sage accounting platforms preferred.
- Experience with Bill.com accounts payable and payment management systems preferred.
- Advanced proficiency in Microsoft Excel and financial analysis tools.
- Strong analytical, organizational, communication, and leadership skills.
- South Carolina Certified School Business Officer (CSBO) or School Business Specialist certification preferred.
