Job DescriptionAt Bethesda House, our goal is to end the cycle of poverty and homelessness - not just manage the symptoms.

Our teams work to address each individual on a holistic level so they feel heard, respected, and safe in our care. We offer hands-on help to address chronic homelessness, mental health, substance abuse, disability, and systematic poverty by offering innovative solutions and proactive services to the most vulnerable in Schenectady County. We provide integrated primary care and behavioral health treatment programs and assist with providing access to financial and educational resources where applicable.

The Director of Homeless & Residential Services provides strategic and operational leadership for the Agency’s Emergency Shelter, Transitional Housing, and Permanent Supportive Housing (PSH) programs. This role ensures high-quality, client-centered service delivery that is compliant with HUD, Continuum of Care (CoC), and all applicable funding and regulatory requirements, while advancing low-barrier access, trauma-informed care, and recovery-oriented housing models.

The Director oversees residential operations, staff leadership, regulatory compliance, and cross-agency coordination to support housing stability, reduce returns to homelessness, and strengthen long-term outcomes for residents.

This position provides leadership, supervision, training, and performance management for residential and shelter leadership staff, ensuring consistent program implementation, accountability, and staff development across all residential service lines.

The Director manages the Agency’s On-Call program and participates as a member of the team, providing after-hours coverage in response to emergencies, critical incidents, and facility-related issues as needed.

Full-time: Mon-Fri, 8am - 4:30 pm
Salary Range: $75k-$80k

Additional responsibilities include:

  • Collaboration with Property & Facility Operations on inspections, maintenance, habitability, and corrective action plans.
  • Program oversight & compliance to ensure compliance with HUD, CoC, ESG, DSS, and other funding and regulatory requirements.
  • Oversee coordinated entry participation, HMIS compliance, and data quality.
  • Monitor program performance, outcomes, and continuous quality improvement initiatives.
  • Ensure accurate electronic client records and documentation standards.
  • Accountability for program reporting & data management for monthly, quarterly, and annual reporting requirements, including:
    • HMIS data quality, APRs, and SAGE submissions.
    • Shelter management reporting.
    • NYS OTDA, VA, and HHAP reporting.
    • Billing coordination and program documentation.
  • Support collection of resident stories for reporting, funding, and communications.
  • Support collaboration & partnerships with DSS and community partners on program operations, reporting, and issue resolution.
  • Partner with medical, social work, and administrative teams to ensure integrated service delivery.
  • Support cross-agency alignment to improve housing retention and long-term stability.

Qualifications

  • Bachelor’s degree in Human Services or related field.
  • Minimum 3 years of experience in homelessness services or related human services
  • Strong competencies in
    • Program leadership and systems management
    • Regulatory compliance and reporting
    • Team supervision and development
    • Crisis response and problem-solving
    • Trauma-informed, client-centered service delivery
    • Professional representation of the Agency
  • Knowledge of community resources and housing systems
  • Computer proficiency and data systems experience.
  • Valid NYS driver’s license, insurable driving record, and reliable transportation to work location.
