Job Type: Contract (4 months with possible option to extend)

Schedule: MondayFriday, 8:00 am5:00 pm (with occasional evenings and weekends)

Location: LatinoBuilt, 8548 SW Apple Way, Portland, OR 97225

Salary: $53,000$58,000 DOE

About LatinoBuilt

LatinoBuilt (LB) is a trade association for Latino contractors in Oregon and a 501(c)(6) nonprofit. Our mission is to support and empower Latino-owned construction businesses by addressing inequities, building partnerships, and connecting contractors to public works project opportunities. Since our founding five years ago, we have continued to grow and are looking for someone who shares our vision and energy to join our team.


Position Overview

The Green Program & Community Outreach Assistant will support the developmentof LatinoBuilts Green Contractors Program.


This role involves threemain areas of responsibility:

  1. Member & Community Outreach engaging LatinoBuilt members and the broader community around green construction opportunities.
  1. Program Delivery & Support supporting LatinoBuilt University courses, community events, and green program enrollment.
  1. Program Administration & Compliance ensuring accurate documentation, reporting, and contract compliance for ongoing partner projects.


Key Responsibilities


Member & Community Outreach

  • Lead culturally specific outreach to LatinoBuilt members and Latino community.
  • Support LatinoBuilt University courses on Green Construction Curriculum.
  • Plan, develop, and attend community outreach events, especially those related to ETO collaborations.
  • Engage with community-based organizations and industry partners advancing energy efficiency and clean energy.


Community Partner Funder (CPF) Program

  • Outreach & Education: Share incentive eligibility information through events, workshops, flyers, and direct contractor engagement.
  • Eligibility Verification: Confirm utility providers, heating sources, housing type, and income qualifications; submit exception requests when necessary.
  • Application Processing: Manage applications using internal tracker; send confirmation emails to applicants in English/Spanish.
  • Home Energy Assessments (HEAs): Schedule HEAs with LatinoBuilt Green Contractors; ensure equitable contractor rotation; collect forms with client authorization and signatures.
  • Contractor & Bid Coordination: Request and review contractor bids for compliance with green program specifications; prepare proposals with recommendations, costs, and incentives for client review.
  • Incentive Applications: Complete form; collect contractor invoices with proper incentive line items; submit with required supporting documents (e.g., AHRI certificates, insulation calculators).
  • Project Monitoring & QA: Verify installations meet specifications and deadlines.
  • Client Follow-Up: Conduct satisfaction surveys and provide energy-saving resources to participants.
  • Documentation & Communication: Submit all forms and invoices to contract manager using proper protocols, maintain records in compliance with partnerstandards.


Required Qualifications

  • Program Management & Organization: Demonstrated ability to manage projects, track details, and meet deadlines.
  • Bilingual Communication: Strong written and verbal skills in English and Spanish.
  • Green Building Knowledge: Familiarity with energy efficiency strategies and scopes (retrofits, electrification, insulation, etc.).
  • Sustainability Awareness: Understanding of concepts such as Net Zero, Building Decarbonization, Embodied Carbon.
  • Construction Knowledge: General understanding of residential construction processes and mechanical systems.
  • Customer Service: Excellent interpersonal skills and ability to support members and community participants effectively.


Preferred Qualifications

  • Knowledge of incentives and rebate programs (federal, state, regional).
  • Green building credentials (e.g., SHP, LEED GA, LEED AP).

  • Proficient in Microsoft Office and Google Workspace.
