PositionTitle: Proposal Technical Writer

Position Summary:We are seeking an experienced and detail-oriented Proposal Technical Writer to support the development of high-quality, compliant, and compelling proposals for federal, state, and local solicitations. This role requires strong writing, organizational, and collaboration skills, along with the ability to translate complex technical concepts into clear, persuasive content aligned with overall proposal strategy.


Key Responsibilities:

  • Create, write, and revise proposal content for government solicitations, including Requests for Proposals (RFPs), Requests for Information (RFIs), Task Orders, and presentation materials (e.g., PowerPoint).
  • Ensure consistency in tone, voice, and messaging across all proposal sections and volumes (one-voice approach).
  • Managing proposals, including pre-proposal planning activities, read and assess RFPs or RFQs.
  • Write clear, persuasive, and articulate proposal content, translating complex technical and management concepts into easily understandable narratives.
  • Develop technical, management, staffing/resume, and past performance sections as required.
  • Collaborate with Capture Managers, Subject Matter Experts (SMEs), and Solution Architects to ensure accuracy, compliance, consistency, and alignment with win strategies.
  • Maintain and update the companys technical content library.


Required Qualifications:

  • Minimum of 5 years of proposal writing experience supporting federal, state, and/or local government contracts.
  • Strong understanding of government RFP/RFQ compliance requirements.
  • Ability to follow directions and execute tasks with minimal supervision.
  • Excellent organizational, written, and verbal communication skills.
  • Proven ability to develop complete, compliant, and compelling proposals.
  • Demonstrated success working under tight deadlines and shifting priorities while maintaining high-quality output.
  • Ability to manage multiple tasks simultaneously and effectively.
  • Strong interpersonal skills with the ability to engage across all levels of an organization.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).


Preferred Qualifications:

  • Bachelors degree in English, Communications, Business Administration, or a related field is preferred.
  • Equivalent combination of education, training, and relevant professional experience may be considered in lieu of a degree.
  • Certifications or training in proposal development, technical writing, or government contracting are a plus.
  • Recent experience supporting proposals for federal, state, or local government contracts.
  • Strong interpersonal and relationship-building skills.
  • Highly detail-oriented with strong multitasking abilities.
  • Experience collaborating with cross-functional teams supporting business development (BD) initiatives.
