Job Description
is seeking a highly organized and experienced Proposal Manager to lead the development of compliant, compelling, and winning proposals for our federal customers. This role is critical to supporting growth across key agencies such as HHS, CMS, DHS, IRS, and others. The ideal candidate will have deep knowledge of the federal acquisition process, excellent communication skills, and the ability to manage complex proposals from kickoff through submission.
Salary: 120 -140k
Hybrid: Four days at our Tysons Corner, VA office
New office is in Tysons Corner starting September 2nd
Key Responsibilities:
- Manage the full proposal lifecycle from kickoff through final submission, ensuring compliance, quality, detail oriented and timeliness
- Coordinate with internal teams, subcontractors, and SMEs to gather content and align messaging
- Write, edit, and tailor proposal sections using content libraries and original material
- Analyze solicitation documents (RFPs, RFIs, RFQs) to ensure all requirements are understood and addressed
- Develop and maintain proposal schedules, outlines, compliance matrices, and review drafts
- Lead and manage storyboarding sessions, color team reviews, and final production
- Collaborate with capture managers to define win themes, value propositions, and discriminators
- Ensure proposals reflect strategic alignment with customer needs and evaluation criteria
- Support the development of pricing and cost volumes in coordination with pricing teams
- Assist in the development of oral presentations, graphics, and visual storytelling elements
- Manage and contribute to fast-turnaround task order responses under existing IDIQs and BPAs
- Maintain and enhance reusable proposal content, templates, and the internal proposal resource library
- Apply structured, repeatable proposal processes tailored to specific agencies and opportunity types
Qualifications:
- 5+ years of experience in federal proposal coordination, management, and writing
- Demonstrated ability to lead and develop proposal volumes across technical, management, and pricing sections
- Strong familiarity with FAR/DFAR and the federal source selection process
- Exceptional writing, editing, and verbal communication skills
- Excellent organizational and time management skills with the ability to manage multiple deadlines
- Experience facilitating collaboration between BD, technical teams, and leadership
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe tools
- Experience with oral proposals and graphic integration is a plus
- Bachelor’s degree in a relevant field (English, Communications, Business, etc.)
- Interest in understanding federal technology and business solutions
