Position Summary

Oasis IAM is looking for a full-time Community Relations & Contract Support Specialist responsible for actively engaging, coordinating and communicating with community stakeholders in the Miami-Dade County area. The position will promote stakeholder awareness and ensure a high level of customer service and satisfaction associated with roadway operations and maintenance projects with the Florida Department of Transportation (FDOT), in District 6 (D-6). This position is located in Miami, FL.

DUTIES AND RESPONSIBILITIES:

  • Develop and implement a comprehensive communications plan and community engagement program to interact with community stakeholders impacted by transportation operations, maintenance and construction.
  • Attend, plan, host and facilitate public and community outreach events through virtual meetings and in person meetings and community pop-up events.
  • Develop working relationships with local entities such as, but not limited to, state government and local municipalities, county commissioners, community outreach groups, traffic safety teams, elected officials, public information officers, public interest groups, local residents and citizens, stakeholder constituents and other agency outreach specialists.
  • Serve as key member of project management team and keep project manager, employees and client personnel informed of activities.
  • Coordinate and integrate stakeholder activities into project management teams’ broader responsibilities and operational activities.
  • Develop and distribute a variety of communication documents and delivery methods to engage diverse stakeholder population.
  • Develop programs/events which will cultivate a team atmosphere such as an incentive program for employee performance, holiday events, volunteer opportunities in the community as a group, etc.
  • Serve as a Business Unit liaison for internship programs, volunteer programs, Inclusion & Diversity Program, etc. for both internal and external interested parties.
  • Support the project and Business Unit administration in other initiatives as necessary.
  • Identification, development, review, and enforcement of DBE requirements.
  • Must be proficient in data entry in data management programs.
  • Must be capable of learning and maintaining an internet web-based application for maintenance activity records and management.
  • Responsible for compiling of data/reports from subcontractors for the monthly invoice to the client.
  • Perform status reporting and record archiving in accordance with the contract requirements, maintain document controls, and provide quality control in Oasis IAM’s administrative functions
  • Other such activities as may be required by the Project Manager / OASIS to maintain compliance with project requirements

    *NOTE: This position will not be responsible for any interactions with media relations such as, but not limited to, social media, television, radio, journal publishing, magazines, newspapers, and internet-based websites such as blogs. These types of interactions will be reported directly to the Project Manager for handling by OASIS Upper Management.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

  • Established knowledge of, and relationships with, local municipalities and public/private stakeholders in the Miami-Dade County area strongly preferred.
  • Understanding of FDOT policies and procedures is a plus.
  • Thorough understanding of communication channels, including television, radio, social media, and government communications.

Skills

  • Strong verbal and written communication skills, preferably in both English and Spanish.
  • Ability to manage multiple work streams, stakeholders, customer inquiries, and client expectations with timely follow-through.
  • Proficient in preparing clear outreach materials, meeting summaries, and status reports.

Abilities

  • Self-motivated, collaborative team player who can build trust with diverse community groups.
  • Organized, detail-oriented, and able to prioritize in a fast-paced, field-aligned environment.
  • Comfortable facilitating meetings, presenting to groups, and representing the project professionally.

EDUCATION AND WORK EXPERIENCE:

Required Qualifications

  • High school diploma or equivalent; bachelor’s degree in communications, marketing, public relations, or a related field is strongly preferred.
  • Must be at least 23 years old (per company insurance requirements).
  • Must possess an active and valid Florida driver’s license with no restrictions and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
  • Willing and able to travel within the assigned district and report to different work sites.
  • At least 3 years of progressive experience in communications, public relations, or community engagement, ideally supporting transportation or public works.
  • Bilingual English and Spanish with strong verbal and written communication skills in both languages.
  • Demonstrated ability to plan and facilitate public meetings, prepare outreach materials, and manage stakeholder inquiries through resolution.
  • Proficiency with common communication channels and tools, including social media, email platforms, and basic design/document tools (e.g., PowerPoint, Canva, or similar).
  • Strong organization and time management skills with the ability to handle multiple work streams, stakeholders, customers, client expectations, and deadlines.
  • Comfortable working evenings or weekends when needed for community meetings or traffic‑sensitive work; valid driver’s license for travel within Miami‑Dade County.
  • Compliance with the company's Drug and Alcohol Policy; able to pass pre-employment and random testing. A background check and job-related physical may be required.
  • Experience in communications, public relations, and/or community engagement
  • Knowledge and relationships with local municipalities and other public and private stakeholders.
  • Thorough understanding of multiple forms of communication to include television, radio, social media and government communications.
  • Must be self-motivated and team player.
  • Proficient in basic mathematics
  • Demonstrated ability in preparing and/or reviewing payment applications.
  • Proficient in Microsoft Outlook, MS Word, MS Excel, MS PowerPoint

Preferred Qualifications

  • Bachelor’s degree (or higher) in communications, marketing, public relations, journalism, or a related field.
  • Knowledge of FDOT MRP requirements.
  • Knowledge of FDOT standard plans.
  • Experience supporting FDOT projects, preferably in District 6, with familiarity in FDOT policies, procedures, and permitting/maintenance terminology.
  • Established relationships with Miami‑Dade municipalities, elected offices, community groups, and partner agencies.
  • Experience using CRM/311 systems, website content updates, and analytics for tracking outreach and sentiment.
  • Ability to produce bilingual (English/Spanish) materials and presentations; comfortable presenting to diverse audiences.
  • Crisis and incident communications experience, including coordination with PIOs and law enforcement.
  • Knowledge of basic traffic/roadway terms and work zone impacts to communicate closures and detours accurately.
