Position Overview:

As a Operations Research Systems Analyst at USFS, you will be a key member of a team supporting the US Army. The role focuses on demonstrated experience in conducting analytical studies using a variety of mathematical, statistical, and other operations research techniques to identify and define problems, develop, and investigate alternative courses of action, and present findings and recommendations. .

Security Clearance:

  • U.S. Citizenship is required.
  • DoD Top Secret Clearance required.

Key Responsibilities:

  • Develop study plans, perform analysis for which precedents are minimal, document approach and findings, and brief senior leaders on recommendation.
  • Shall conduct data collection and apply innovative analytical techniques. Analysis will include areas of Army science and technology objectives, Capability Based Assessments (CBA’s) and risk management, Analysis of Alternatives (AoA’s), Army costs and benefits, and shall frame analysis issues, review policy and procedures and review the conduct of materiel affordability and investment analyses.
  • Generate ideas for studies and approaches in one or more subject areas.
  • Review, analyze, and provide recommendations pertaining to the modeling and simulation analytical tools and efforts.
  • Shall assess a full range of plans and programs within the JCIDS process to include strategic direction, concepts and doctrine, force development, force modernization, materiel requirements, and force readiness.
  • Candidate will extract and analyze data from various databases and collaborative programs used within the DCS G-8: Army Equipping Enterprise System Modern (AE2S-M) and its key modules to include the), Army Flow Model (AFM), Equip the Force (EQ4),), Transparency Workbooks, and the Future Years Defense Program (FYDP) Collaboration Tool, and CAMS.
  • Provide analysis, reviews, and recommendations in support of validation, prioritization, and approval of future war fighter requirements to include validation of Army JCIDS documents (Initial Capabilities Document (ICD), Abbreviated-Capability Development Document (A-CDD), CDD, and CDD-Update) in support of the AROC or JROCprocess.
  • Experience in conducting analytical studies using a variety of mathematical, statistical, and other operations research techniques to identify and define problems, develop, and investigate alternative courses of action, and present findings and recommendations.
  • Demonstrate knowledge and experience in identifying and solving real-world problems in areas such as capital investment, decision analysis supporting a business unit, system design and engineering, linear and non-linear programming, and trend/predictive analysis. Ability to collect and organize information from a variety of sources, such as computer databases, sales histories, and customer feedback.
  • Conduct and interpret survey data from workers involved in all aspects of a problem or from others who have specialized knowledge, so that they can help solve the problem.
  • Develop a comprehensive annual funding strategy for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels, and present the strategy to leadership for approval. The funding strategy will include an investment strategy that prioritizes Research, Development, Test, and Evaluation (RDT&E) and procurement funding levels in support of approved force requirements.

Requirements

Qualifications:

Education: Bachelor’s degree in Applied Mathematics, Statistics, Engineering (Systems or Industrial), or Computer Science. Masters Degree highly preferred.

Experience: 4 years of relevant professional experience supporting the most senior levels of the US Army.

  • Analytic proficiency in programming and data analysis using R programming and or SAS as well as applying analytic techniques such as statistical analysis, forecasting and measurement to effect analyses (e.g., ANOVA, Multiple Regression), cost analysis, flow modeling, forecast modeling, linear programming, simulations and queuing theory, and business reengineering/IDEF modeling

Work Schedule, Location, and Travel:

  • Onsite in the National Capital Region
  • Normal office hours are 08:00 to 17:00 Monday through Friday
