Job DescriptionJob Description: Area Manager

Position SummaryThe primary purpose of the Area Manager position is to manage and facilitate delinquent tax collection programs and related office operations. This role supports departmental and client goals by overseeing collection activities, litigation processes, and administrative functions. The Area Manager works closely with internal departments, attorneys, and tax office clients to ensure accuracy, compliance, and timely execution of duties. Key functions include coordination of tax mailings, litigation monitoring, system maintenance, client communication, special projects, and data reporting.Essential Functions

  1. Report directly to the assigned attorney and collaborate to meet departmental goals and initiatives.
  2. Coordinate and monitor activities related to collections, litigation, post-judgment recovery, and field collections.
  3. Serve as liaison between clients and internal teams; address client concerns and ensure alignment with expectations.
  4. Oversee weekly data uploads and reporting in the D-Tax system.
  5. Review and distribute Representation Reports; communicate findings to attorneys.
  6. Maintain D-Tax and related systems, ensuring timely upload of scanned documents.
  7. Analyze delinquent tax roll (Target Roll) to determine appropriate collection actions.
  8. Coordinate yearly mailing schedules; prepare and submit mailing requests and documentation for approval.
  9. Prepare title order candidate lists; review and order titles following TAC approval.
  10. Track and update spreadsheets on accounts for litigation and foreclosure sale.
  11. Gain hands-on knowledge of litigation processes and foreclosure sales.
  12. Assist with mapping properties, inspections, and warrant execution as required.
  13. Respond to taxpayer inquiries professionally; handle difficult correspondence and calls.
  14. Monitor and maintain records for payment agreements, deferred accounts, and bankruptcies.
  15. Generate and distribute reports related to collection activity.
  16. Perform research and manage special projects as assigned.
  17. Maintain records of payments and coordinate with Accounts Receivable.
  18. Upload invoices to the Concur system and manage monthly reports and fees.
  19. Maintain updated contact lists for city and county officials, clients, and event invitations.
  20. Ensure accurate citation delivery and documentation for out-of-county or out-of-state cases.
  21. Maintain strong working relationships with external partners including TAC, Clerk’s Offices, and public officials.
  22. Coordinate logistics and planning for office operations and events (e.g., meetings, holiday parties, legislative events).
  23. Submit Homestead Exemption Audit reports to appropriate authorities.
  24. Maintain strong attention to detail and meet time-sensitive deadlines.
  25. Perform other duties as needed related to delinquent tax collection and office operations.

Non-Essential Functions

  • Deliver promotional items or gifts to clients (e.g., food, holiday treats).
  • Provide backup support to administrative staff for special events.

  • Knowledge of delinquent property tax laws and Texas Property Tax Code preferred.

Supervisory Responsibilities & Independent Discretion

  • This position does not currently include formal supervisory responsibilities.
  • May provide support, training, or oversight on specific tasks to less experienced team members as needed.
  • Exercises independent judgment in coordinating mailings, organizing data, responding to client inquiries, and prioritizing daily responsibilities.

Physical Demands & Work Environment

  • Frequent sitting, walking, and computer use.
  • Occasional lifting of up to 15 pounds.
  • Requires close vision for computer work and driving capability for fieldwork.
  • Occasional travel required for client visits, meetings, and events.

Special Requirements

  • High school diploma or GED required.
  • Valid driver's license required.
  • Must be able to work a standard 40-hour workweek, with occasional extended hours or travel depending on project or event needs.
