We are seeking a Right-of-Way (ROW) Inspection Specialist to oversee, coordinate, and evaluate public and private utility projects within public rights-of-way. This critical role ensures that all pre-construction, construction, maintenance, and rehabilitation activities comply fully with municipality standards, job specifications, and regulatory guidelines. The successful candidate will act as a primary liaison between contractors, management, and public entities, ensuring operational efficiency, rigorous quality control, and steadfast adherence to safety protocols.
Core Responsibilities
- Project Oversight: Coordinate and monitor utility pre-construction, construction, and maintenance operations occurring within public rights-of-way to ensure alignment with project schedules and engineering standards.
- Quality Assurance & Inspection: Inspect work in progress to verify that infrastructure repairs, maintenance, and restorations conform to established city specifications and structural requirements.
- Data & Permit Management: Utilize and maintain a Computerized Maintenance Management System (CMMS) to document right-of-way permits, update project life-cycle statuses, and record detailed construction and warranty inspection notes.
- Stakeholder Coordination: Schedule, facilitate, and attend pre-construction meetings; collaborate with management, contractors, municipal departments, and the public to exchange technical information and resolve field issues.
- Emergency Response: Respond promptly to utility emergencies or hazardous conditions impacting the public right-of-way, evaluate field variables, and coordinate remediation strategies with the Capital Improvement Plan (CIP) Street Rehabilitation Manager.
- Safety Compliance: Audit active work sites to enforce strict compliance with regulatory safety frameworks, including the Manual on Uniform Traffic Control Devices (MUTCD), OSHA guidelines, and corporate safety policies.
- Reporting & Administration: Prepare, review, and process technical forms, compliance reports, and official correspondence required by regulatory bodies and internal management.
- Continuous Improvement: Participate in the strategic development of departmental goals, objectives, policies, and operational procedures; synthesize field data to recommend improvements to existing engineering and execution standards.
- Asset Maintenance: Perform routine safety inspections and basic upkeep of assigned company vehicles and field equipment to ensure continuous operational readiness.
Required Qualifications
- Education: High School Diploma or General Educational Development (GED) equivalent.
- Professional Experience: Minimum of two years of experience collaborating with public and/or private utilities, supported by a functional command of public-sector right-of-way regulations and civil construction plans.
- Technical Proficiency: Demonstrated working knowledge of Microsoft Office Suite (Excel, PowerPoint, Word, Outlook) and the capacity to achieve professional proficiency in custom Computerized Maintenance Management Systems (CMMS).
- Regulatory Knowledge: Sound understanding of ROW regulations, construction material controls, and technical job specifications.
- Communication Skills: Advanced interpersonal, verbal, and written communication skills necessary to navigate complex multi-stakeholder environments.
- Licensure: Possession and maintenance of a valid Colorado driver’s license, with the verified ability to safely operate a company vehicle in the execution of field duties.
Preferred Qualifications
- Education: Associate degree in Civil Engineering Design, Construction Management, or a closely related technical discipline.
- Enhanced Experience: Advanced experience interpreting complex public-sector right-of-way regulations, commercial utility frameworks, and multifaceted municipal construction blueprints.
