Position Summary
The OTR Flatbed Operations Manager is responsible for launching, building, and scaling GETs company-owned OTR flatbed and specialized freight fleet, including standard flatbed, overweight (OD), and overdimension (OW) movements. This position leads the establishment of lanes, operating systems, dispatch processes, compliance standards, and performance controls required to safely, compliantly, and profitably operate company trucks and company drivers handling complex freight.
The role requires both strategic leadership and hands-on operational management. The manager will directly oversee day-to-day dispatch and operations until the operating playbook, KPIs, and team structure are fully established. Responsibilities include process development, driver management, securement and permitting coordination, equipment planning, financial oversight, and cross-functional collaboration to ensure safe, compliant, and reliable flatbed fleet operations.
Key Responsibilities
1. Lane & Capacity Management
- Lead daily operations of assigned OTR flatbed and OD/OW lanes, including load planning, driver assignment, securement planning, load execution, and exception management.
- Develop weekly operational plans to maximize tractor/trailer utilization while managing dwell, empty miles, securement and tarping time, on-time pickup/delivery, and network balance.
- Build and maintain strong relationships with customers, shippers, consignees, and job sites to ensure service reliability and proactive recovery from disruptions related to permits, weight restrictions, or site constraints.
2. Operational Process Development
- Build, document, and continuously improve SOPs for flatbed dispatch, driver assignment, pre-planning, permit coordination, escort scheduling, recovery protocols, documentation, billing, and contingency planning.
- Implement and administer TMS and telematics systems (Motive), ensuring accurate load assignments, HOS compliance, DVIR, fuel tracking, and performance monitoring for flatbed and specialized equipment.
- Standardize billing and documentation workflows, ensuring inclusion of required shipment details such as BOLs, permits, escort charges, accessorials, and achievement of DSO targets.
3. Regulatory Compliance & Safety
- Ensure full compliance with FMCSA regulations, state permitting requirements, CDL validity, medical certifications, DQ files, and specialized driver training requirements.
- Oversee adherence to Hours of Service (HOS), ELD mandates, load securement standards, and safety protocols; coach drivers on camera events, violations, incident reporting, and securement best practices.
- Partner with the Safety Department on flatbed- and OD/OW-specific training, accident reporting, investigations, and risk-mitigation initiatives to maintain a strong CSA and safety profile.
4. Financial Oversight
- Own profitability of assigned lanes and flatbed fleet operations; track and manage cost per mile, revenue per mile, contribution margins, accessorial recovery, and operating ratios.
- Coordinate with Finance on driver payroll inputs, tarping, securement, permit, and escort charges, billing cycles, and FSC (fuel surcharge) programs.
- Improve margins through optimized routing, reducing empty miles, improving fuel efficiency, minimizing re-handles, and ensuring full capture of OD/OW accessorials.
5. Fleet, Equipment & Maintenance Management
- Forecast and plan flatbed and specialized trailer capacity requirements; coordinate equipment procurement and in-service timing with Procurement and Maintenance.
- Oversee preventive maintenance schedules, securement equipment readiness, warranty coordination, and out-of-service planning to maximize uptime and control repair costs.
- Manage trailer pools, pre-staging, yard control, load securement readiness, and dwell time to support strong operational velocity.
6. Team Leadership & Talent Development
- Train and mentor dispatch staff on flatbed and OD/OW operating procedures, permitting processes, regulatory compliance, and best-practice driver communication.
- Build and scale the flatbed operations team in phases aligned with volume growth; partner with HR on job design, hiring, onboarding, and flatbed driver recruitment and retention.
- Establish a culture of accountability, safety, collaboration, and continuous improvement using clear KPIs and structured daily/weekly operating rhythms.
7. Business Development Support
- Identify and evaluate new flatbed, OD, and OW lane opportunities and customer segments; pilot new routes using company assets and scale based on performance.
- Build scalable workflows for onboarding new customers, including EDI/API, appointment scheduling, site-specific requirements, visibility tools, and documentation standards.
- Support Sales and Marketing with pricing inputs, proposals, operational content, and customer presentations related to flatbed and specialized freight capabilities.
Required Qualifications
- 10+ years of experience in transportation, trucking, or logistics, with at least 5 years managing OTR flatbed or specialized fleet operations with company drivers.
- Proven success launching, expanding, or restructuring flatbed and/or OD/OW fleet programs.
- Strong working knowledge of FMCSA regulations, HOS, ELD, DVIR, load securement standards, and flatbed/OD equipment specifications.
- Experience with TMS and telematics platforms (Motive preferred).
- Advanced ability to plan networks, manage utilization, balance headhaul/backhaul freight, and improve specialized route profitability.
- Proficiency in Excel and analytical tools; familiarity with building KPI dashboards.
- Strong communication, decision-making, and problem-solving skills with the ability to lead and hold teams accountable.
- Bachelors degree in Supply Chain, Logistics, Business, or related discipline preferred (equivalent experience considered).
