Position Summary:

The Project Manager (PM) will serve as key personnel and the primary leader responsible for the management, coordination, and execution of all contract requirements under the Western Region Site Verification Services Task Order. The PM will ensure efficient and compliant delivery of site verification services, oversee staffing and subcontractor management, coordinate with CMS officials, and provide oversight of financial, contractual, and operational activities. The PM will also drive performance, quality, and continuous improvement to meet CMS’s mission of detecting, preventing, and deterring fraud, waste, and abuse in the Medicare and Medicaid program

Key Responsibilities

Contract & Program Management

  • Organize, direct, and coordinate all project activities in accordance with SOW requirements.
  • Develop, maintain, and update the Project Management Plan (PMP), including staffing, performance metrics, and reporting.
  • Serve as the single point of contact with CMS, addressing issues, providing status updates, and responding to contractual actions.

Operational Oversight

  • Oversee daily site visit operations across the Western Region (30 states + 3 territories).
  • Ensure compliance with timelines (30-day, 15-day, 7-day, 48-hour) for site visit requests.
  • Monitor workflow, analyze processes, and recommend improvements for efficiency and cost-effectiveness.
  • Manage dispatch, scheduling, and request management system functionality.

Personnel & Subcontractor Management

  • Recruit, train, and oversee staff and subcontractors in accordance with CMS background check and training requirements.
  • Ensure inspectors follow CMS-approved training, protocols, and professional standards.
  • Supervise Site Inspector Manager and Quality Assurance Manager to ensure field operations and reporting meet quality standards.

Financial & Compliance Management

  • Administer budgets, procurement, invoicing, and reporting in compliance with contract terms.
  • Ensure adherence to legal, regulatory, and CMS-specific requirements.
  • Provide timely reports, audits, and deliverables including monthly progress reports, data feeds, and final reports.

Stakeholder Engagement

  • Conduct regular status meetings with CMS COR and program officials.
  • Provide presentations, analyses, and briefings as required.
  • Act as the primary escalation point for problem resolution.

Required Qualifications

  • Bachelor’s degree from an accredited institution.
  • 10+ years of professional experience, with at least 5 years in managerial or supervisory roles involving complex systems, workflows, or federal programs
  • Proven experience managing large-scale, multi-state or nationwide programs.
  • Strong knowledge of program management methodologies and federal contract compliance.
  • Demonstrated ability to manage subcontractors, financial resources, and multi-disciplinary teams.
  • Excellent written and verbal communication skills, with experience interfacing directly with federal clients.

Preferred Qualifications

  • Experience with CMS Provider Enrollment and Oversight programs, PECOS, or similar federal health systems.
  • Familiarity with Medicare/Medicaid provider enrollment, fraud prevention initiatives, and regulatory compliance.
  • PMP or equivalent project management certification.
  • Experience managing contracts with distributed inspection teams and strict timeliness/quality metrics.

Performance Standards

  • Fully staffed project team throughout the period of performance.
  • 100% compliance with CMS timeliness and quality standards.
  • Accurate and complete reports, delivered per SOW requirements.
  • Continuous operational support without service interruptions.
