Role Overview


The Rhode Island Emergency Management Agency (RIEMA) is seeking a highly skilled Emergency Management Grants & Finance Specialist (Project Director - Grants) to join its Grants and Finance team. This role is essential for the administration, monitoring, and financial oversight of federal emergency management and cybersecurity grant programs.

The ideal candidate will possess hands-on experience managing federal grants, particularly in a government or public safety environment, and be comfortable navigating complex compliance and audit processes.


Compensation & Schedule

  • Pay Rate: $40.00
  • Schedule: Monday–Friday, 40 hours per week
  • Work Arrangement: Fully Onsite (Cranston, RI)
  • Contract Type: Multi-year contract (estimated 2-year duration)
  • Projected Start Date: May 11, 2026


Key Responsibilities

  • Grant Administration: Assist with drafting cybersecurity grant applications, investment justifications, and detailed work plans.
  • Financial Oversight: Support applicants through the application process and collaborate on financial forecasting, budgeting, and fund allocations.
  • Reporting & Compliance: Prepare and submit quarterly and semi-annual reports (FEMA GO), BSIR reporting, and grant amendments while ensuring compliance with federal regulations (2 CFR 200) and FEMA guidelines.
  • Audit Support: Collect necessary documentation and data for state and federal audits; conduct desk audits and onsite monitoring visits to project locations.
  • Sub-recipient Management: Prepare award documents and letters; review reimbursement requests; and audit payroll and procurement documentation.
  • Communication: Draft formal grant communications, including approvals, closeouts, and de-obligations; facilitate rollout meetings both virtually and in-person.
  • Technical Support: Support National Cybersecurity Review (NCSR) data collection and track documentation status for sub-recipients.


Qualifications Required:

  • Federal Grants Experience: Proven experience administering or managing federal grants is mandatory.
  • Technical Skills: Proficiency in Microsoft Office (Excel, Word, Outlook).
  • Soft Skills: Strong organizational and analytical skills with the ability to manage multiple deadlines and communicate effectively with diverse stakeholders.

Preferred:

  • Sector Expertise: Experience with FEMA, homeland security, emergency management, or public sector grants is strongly preferred.
  • Regulatory Knowledge: Familiarity with 2 CFR 200 Uniform Guidance and government audit/compliance processes.
  • Education: Relevant college coursework is preferred, though professional experience remains the primary qualification.
