Position Summary

Conducts housing unit inspections to assure unit's compliance with Housing Choice Voucher (HCV) HUD housing quality standards prior to approval of any lease and either annually or biennial and complaint/special inspections. Advises HCV program participants and landlords on recommended solutions to ensure the assisted property will meet HUD HQS. Prepares and assure that inspections are entered into the computer system on a timely basis. reviews, prints, and distributes inspection reports and results. Explain standards, regulations, etc. to landlord and tenants in order to promote good relations. Answers telephones and schedules housing inspections. Maintains comprehensive and current knowledge of HCV programs policies, programs, and procedures also maintains knowledge of HUD regulations and City building code.

Essential Functions

Conduct housing inspections, as needed and required, to assure that all Housing Choice.

Voucher housing units comply with HUD guidelines regarding housing quality standards and state and local.

requirements and local housing requirements; prepares inspection documents following unit inspection; and forwards results of inspections to supervisor and other involved parties.

Explain standards, regulations, etc. to landlord and participants in order to promote good relations.

Prepares, reviews, prints, and distributes inspection reports and results.

Schedules housing inspections.

Communicates Effectively: Presents ideas and influentially through various means; identifies/shares important information in a timely manner; appears knowledgeable and confident in communicating information.

Responds to client inquiries by telephone, email, and other standard communications.

Maintains comprehensive and current knowledge of HCV programs policies, programs, and procedures also maintains knowledge of HUD regulations and City building code.

Conduct HUD HQS inspections in neighboring cities serving as the independent entity.

Performance Standards

  • Inspections
    Complete all required inspections accurately and on time per HUD and city codes.
  • Reporting
    Enter results within 24 hours; ensure accuracy and proper distribution.
  • Compliance
    Apply HUD, NSPIRE, and city codes correctly; maintain certifications.
  • Communication
    Explain inspection outcomes clearly; respond to inquiries within one business day.
  • Scheduling
    Schedule inspections promptly; coordinate as needed.
  • Customer Service
    Provide professional support; handle issues tactfully.
  • Technology
    Use required software and tools effectively; maintain organized records.
  • Knowledge
    Stay current on regulations and complete required training.

Minimum Qualifications

  • Completion of some college course work in construction management, general building maintenance, or a related field is required.
  • Two to four years progressively responsible structural inspection experience.
  • Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.
  • HQS inspection and NSPIRE Certification required for this position.
  • Current and valid state driver’s license required for this position.

Special Requirements

  • Must possess a valid driver’s license.
  • Subject to a pre-employment drug test, background check, and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.

Knowledge, Skills, and Abilities

  • Comprehensive and current knowledge of HUD regulations and City of Norfolk housing codes.
  • Operational knowledge of all major housing construction trades, including plumbing, electrical, heating, and structural.
  • Operational knowledge of personal computers, word processing software, and electronic communications software.
  • Skills in human relations, particularly consulting, negotiating, and persuasive skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
  • Oral and written communication skills to present and make comprehensible moderately complex information regarding organization operations, of which some information may be technical in nature.
  • Requires ability to provide clear work instructions, compose reports, and respond to questions on a variety of job-related matters.
  • Ability to comprehend, understand, and interpret moderately complex and technical information, such as redevelopment and public housing legislation, grant applications, and budgets and to comprehend, understand, and interpret organizational and environmental factors that could have potential effects on the success of projects and programs.
  • Ability to exercise independent judgment and initiative in the development and implementation of moderately complex operational activities.

Physical Requirements

While performing the duties of this job, the employee is frequently required to sit, talk, smell, taste, see, or hear. The employee is occasionally required to stand, walk, bend, and stoop, brave the elements in cold rainy, snowy, and excessive heat while conducting inspections. The employee must occasionally lift and/or move up to 30 pounds. Job requires depth, color, and texture perception.
