STRATEGIC SOURCING MANAGER
Location: Accra, Ghana or Abidjan, Cte dIvoire or Washington DC, US (only for candidates with a valid work and residence permit in the US)
Designation Level: Departmental Head
OBJECTIVE: The Strategic Sourcing Manager is responsible for developing and executing global sourcing strategies that deliver long-term value to the company through cost savings, supplier performance, sustainability, and innovation. This role supports operational excellence by managing high-impact procurement categories, driving supplier relationship management, and ensuring supply continuity for critical materials, equipment, and services.
The role involves occasional travel to visit suppliers (China, US, Europe, etc.) as well as trips to company offices and operational/project sites in West Africa.
KEY RESPONSIBILITIES:
STRATEGIC SOURCING
- Strategic Sourcing & Category Management:
- Develop and implement global sourcing strategies for assigned categories (e.g., engineering services, energy equipment, raw materials, logistics, IT, etc.).
- Conduct spend analysis, supply market intelligence, and total cost of ownership (TCO) assessments.
- Identify and qualify suppliers that meet the companys standards for cost, quality, reliability, and sustainability.
- Lead cross-functional sourcing initiatives to align business needs with procurement objectives.
- Supplier Management:
- Establish strong, collaborative relationships with key suppliers and internal stakeholders.
- Manage supplier performance using KPIs for quality, delivery, safety, cost, and innovation.
- Negotiate long-term contracts and master service agreements that protect company interests.
- Support supplier development, diversification, and sustainability initiatives.
- Contract Lifecycle Management:
- Maintain centralized contract repository for visibility and audit readiness.
- Monitor contract milestones, renewals, compliance obligations, and expirations to prevent lapses in critical supply agreements.
- Collaborate with Legal to ensure proper documentation, amendments, and adherence to contractual terms.
- Cost Optimization & Value Creation:
- Deliver measurable savings through strategic negotiations, process improvements, and demand management.
- Partner with engineering, operations, and finance to identify cost reduction and value improvement opportunities.
- Benchmark industry pricing and sourcing practices to maintain competitive advantage.
- Risk & Compliance Management:
- Ensure sourcing practices comply with corporate policies, ethics, HSE (Health, Safety, and Environment), and applicable laws.
- Assess and mitigate supply chain risks, including geopolitical, financial, and environmental risks.
- Integrate ESG criteria into supplier selection and evaluation processes as much as possible.
- Support business continuity planning and supplier risk management programs.
- Data Analytics & Continuous Improvement:
- Drive process efficiency through automation, standardization, and continuous improvement initiatives.
Promote data integrity and process automation across the sourcing lifecycle.
- Report on sourcing performance metrics and progress against strategic objectives.
Implement supplier portals, digital dashboards, and AI-driven analytics for spend visibility and predictive risk assessment.
QUALIFICATIONS:
- Masters degree in Supply Chain Management, Business Administration, Engineering or related field is mandatory.
- Professional certification (e.g., CPSM, CIPS, PMP)
are a plus.
- Fluency in French is a plus.
KNOWLEDGE & EXPERIENCE:
- 8+ years of progressive experience in strategic sourcing or procurement, in a heavy engineering environment (ideally in the energy, oil & gas, renewables, or utilities sector).
- Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).
- Proficiency with ERP and procurement systems (e.g., SAP, Oracle, Ariba, Coupa).
- Ability to thrive in a global, matrixed environment
- Solid understanding of energy industry supply markets, technical specifications, and logistics.
- Excellent analytical, financial, and project management capabilities.
- Strong negotiation and contract management skills.
- Proven track record of managing global sourcing categories and delivering cost/value outcomes.
