Job Description

  • Ensure compliance with all purchasing rules, regulations, policies, and procedures.
  • Analyze purchases to determine best value, including negotiation, sole-source review, emergency procurement, multi-year contracts, bulk purchases, and cooperative purchasing opportunities.
  • Conduct data analysis, research, and report writing to support effective procurement operations.
  • Manage all phases of the bid process: prepare Bids/RFPs, conduct meetings, respond to vendor inquiries, evaluate submissions, and make award recommendations.
  • Review and approve contracts, requisitions, and purchase orders; conduct market research; and resolve vendor issues.
  • Prepare contracts, renewals, and amendments for goods and services.
  • Provide guidance to departments on procurement policies, processes, and regulations.
  • Exercise independent judgment in evaluating requests, bids, proposals, and vendor performance.
  • Maintain competitive sourcing practices and strong vendor relationships; manage vendor files and performance evaluations.
  • Oversee the contracts module in the financial system.
  • Assist departments in developing procurement justifications and evaluating bids.
  • Perform product and equipment testing as needed.
  • Provide procurement-related guidance for budgeting and planning.
  • Stay updated on legislation affecting procurement operations.
  • Administer organization-wide programs (e.g., P-Cards, fuel cards, office supply contracts, online purchasing accounts, surplus auctions).
  • Manage organization-wide contracts for goods and services.
  • Perform year-end processes including issuing 1099s and completing budgetary re-appropriations.
  • Develop procurement procedures, forms, and process improvements.
  • Assign and review tasks related to purchasing and procurement activities.
