NATURE OF WORK

The Utilities/Office Clerk serves as the administrative and clerical support in the Utilities Department and assists with general office duties. This position is responsible for processing utility billing, cash receipts, accounts payable, and assisting customers with inquiries related to Town utilities. In addition, the Utility/Office Clerk serves as the first point of contact for residents, business owners, vendors, and any other customers via telephone and walk-in providing responses to general inquiries.

TASKS

Tasks required of those in the position of Utilities/Office Clerk include but are not limited to:

§ Receiving payments, verifying amounts, and recording receipts.

§ Preparing daily cash receipt report and deposit.

§ Processing applications to establish and terminate Town utility services.

§ Processing accounts payables and accounts receivables, including refunds.

§ Interacting with the public both in person and via telephone, answering inquiries, and providing general information concerning Town services and operations.

§ Posting utility penalties, processing delinquent notices, and printing statements.

§ Processing utility bills.

§ Preparing spreadsheets for meter reading collection, conducting data entry of meter

§ readings, and preparing billing reports to be entered in the general ledger.

§ Preparing logs of usage as requested.

§ Preparing monthly reporting regarding utilities, banking, cash collections, adjustments, and general AP/AR reports.

§ Supporting the Code Enforcement Officer.

§ Handling Town facilities and parks reservations including collecting the applications and payments.

§ Preparing reports for Town studies and audits.

§ Communicating with Town staff regarding reports and issues.

§ Conducting bank runs for deposits.

§ Attending and participating in Town events, activities, meetings, and emergencies as

Needed.

§ Taking documents to be recorded at the Recording office in Palatka.

§ Handling Park reservations and business tax receipts.

§ Fulfilling public records requests.

§ Serving as the backup to the Town Clerk for public meetings.

§ Any/all other duties and projects assigned by the Town Clerk/Public Works Director.

KNOWLEDGE, ABILITIES AND SKILLS

Employees in the position of Utilities Clerk should have:

§ Considerable knowledge and experience in public utilities, customer service, bookkeeping, and basic accounting.

§ Ability to cooperate and communicate constructively with other Town departments, elected officials, and the public.

§ Ability to perform multiple tasks correctly and efficiently under varying conditions.

§ Computer skills such as electronic records management, data entry, and email

§ communications.

§ Ability to create clear reports and relay all important information to the requested party as needed.

§ Ability to work independently with little or no supervision.

§ Excellent communication skills and record-keeping skills.

§ Excellent data entry and typing skills.

§ Microsoft Office includes Excel, Word, and Outlook proficiency.

§ MINIMUM REQUIREMENTS

§ Minimum of 1 year experience in public administration, accounting, bookkeeping, and/or customer service required.

§ 2 years of experience preferred in customer service and accounting.

§ Fully proficient in Microsoft Office including Outlook, Excel, and Word.

§ High School Diploma of GED equivalent.

§ An equivalent combination of education and experience may be considered.
