Job DescriptionPosition Summary

The HR & Finance Administrator is a hybrid professional role responsible for executing both Human Resources administration and essential accounting functions. This position ensures the seamless integration of employee lifecycle management with the organization’s financial operations. The incumbent will handle highly confidential information, maintain accurate financial records in accordance with GAAP, and support HR compliance with Minnesota and Federal labor laws.


Key Responsibilities1. Financial Accounting & Operations (Reporting to CFO)

  • Maintain the general ledger, perform monthly journal entries, and assist in the preparation of accurate financial statements.

  • Manage the full cycle of AP and AR, ensuring invoices are processed within 5 business days, and deposits are completed within 48 hours, per MNCCS IFS policy.

  • Perform monthly reconciliations by the 15th of each month for the CFO's review.

  • Assist in monitoring departmental budgets and provide analysis on significant deviations to management.

  • Assist the CFO with tax form preparation and ensure timely filings with federal and state agencies.

  • Track capitalized assets and maintain the asset inventory log in accordance with the organization's Capitalization Policy.

2. Human Resources & Staffing (Reporting to COO)

  • Coordinate job postings, candidate screening, and interview scheduling. Facilitate the full onboarding process, including offer letters, DHS background checks, I-9 verification, and mandated reporter training.

  • Serve as the primary point of contact for employee inquiries regarding PTO, policies, and benefits.

  • Maintain up-to-date employee files in the Unified ADP Workforce Now system and process all status changes, pay adjustments, and terminations.

  • Apply and reinforce company policies as outlined in the Employee Handbook. Monitor compliance with HIPAA, ADA, and Minnesota Earned Sick and Safe Time regulations.

  • Support managers with employee relations matters and document disciplinary actions or performance discussions as required.

3. Integrated Payroll & Systems Management

  • Coordinate bi-weekly payroll processing via ADP. Ensure accurate timekeeping for non-exempt staff and verify that all 1099/W-2 hybrid classifications are resolved for FLSA compliance.

  • Participate in internal and external audits of payroll, personnel files, and financial transactions.

  • Support the HR Manager and Finance team in the ongoing unification of payroll accounts and the optimization of the HRIS platform.


Qualifications & RequirementsEducation & Experience

  • Bachelor’s degree in Finance, Accounting, or Human Resources Management (required).

  • A minimum of 3–5 years of experience in a combined HR/Accounting role or significant experience in mid-level accounting with HR administrative duties.

  • Advanced proficiency in HR software (preferred) and accounting software (e.g., QuickBooks or similar).

  • Strong understanding of GAAP, FLSA, HIPAA, and Minnesota state employment laws (including ESST and the MN Human Rights Act).

Skills & Competencies

  • Close attention to detail with the ability to reconcile complex financial data and personnel records.

  • Demonstrated ability to handle sensitive information and maintain confidentiality in a mental health/human services environment.

  • Professional verbal and written communication skills for interacting with clinical staff, management, and external auditors.

  • Ability to thrive in a fast-paced environment and manage dual-reporting lines effectively.


Physical Requirements & Work Environment

  • Standard office environment in Minneapolis, MN.

  • Must be able to sit for extended periods and perform computer-based tasks.

  • Occasional travel to company sites or service sites within the city may be required.
