Position Summary
Armavel, LLC is offering an opportunity to be a part of a growing, forward-thinking team in an engaging, fast-paced environment. As a Strategic Program Manager, you will work with a well-developed team of professionals to drive cybersecurity governance initiatives and ensure strong risk and compliance management practices for the Department of Health and Human Services.
What You’ll Be Doing
- Leading the development and implementation of strategic plans for cybersecurity governance, risk, and compliance across HHS.
- Managing and coordinating complex, cross-departmental GRC initiatives to strengthen security governance and align with federal directives and organizational objectives.
- Overseeing and ensuring compliance with legislative and Executive Order (EO) requirements, policies, and frameworks.
- Driving continuous improvement in governance, risk management, and compliance by enhancing existing processes and implementing new strategies.
- Providing quality assurance and administrative oversight of program activities to maintain operational excellence.
- Coordinating and unifying communications across multiple GRC branches, stakeholders, and federal departments.
- Acting as a primary liaison between senior leadership, cross-functional teams, and external stakeholders to ensure alignment and effective execution of initiatives.
- Leading cross-functional project delivery teams, ensuring successful, timely completion of enterprise GRC projects.
- Developing and presenting strategic communications, program updates, and recommendations to executives, committees, and stakeholders.

What You Know
- Bachelor’s degree required; Master’s degree in Public Administration, Business Administration, Information Systems, Cybersecurity, or a related field highly preferred.
- 5–7 years of progressively responsible experience in strategic planning, GRC program management, or cybersecurity governance within federal government or a large, complex organization.
- Familiarity with governance frameworks, risk management methodologies, and regulatory compliance requirements (e.g., NIST RMF, FISMA, ISO 27001, FedRAMP, Zero Trust).
- Demonstrated experience managing cross-departmental teams, ensuring compliance with federal mandates, and implementing enterprise-wide governance processes.
What You Have to Have
- Professional certifications such as PMP, CISM, CGRC, or CGEIT.
- Strong background in federal information systems compliance and cybersecurity governance.
- Must be a US Citizen, with the ability to obtain a US Security Clearance.
- Leadership experience with oversight of GRC project teams.
- Willingness and ability to collaborate with multiple levels of stakeholders across departments.
- Some travel may be required.
