We are seeking an experienced Labor Compliance Specialist to manage and ensure full compliance with federal, state, and local labor regulations for publicly funded construction projects. We are offering a $2000 signing bonus after one month of employment.


This role is responsible for overseeing certified payroll reporting across 100+ active public works projects, ensuring compliance with California DIR requirements, the Davis-Bacon Act, prevailing wage determinations, apprenticeship and Skilled & Trained Workforce (STW) mandates. The ideal candidate will serve as the primary liaison with regulatory agencies, prime contractors, subcontractors, and auditors, while maintaining accurate payroll documentation, fringe benefit calculations, wage determinations, and compliance records. This position partners closely with Payroll, HR, Accounting, and Project Management teams to proactively identify compliance risks, support audits and project closeouts, and ensure accurate reporting through systems such as LCPtracker, the DIR Public Works Portal, and internal payroll platforms. Strong attention to detail, regulatory knowledge, and the ability to manage multiple projects simultaneously are essential for success in this role.


Preferred Qualifications

  • 5+ years of hands-on experience in labor compliance for public works construction projects.
  • Extensive working knowledge of California prevailing wage law, DIR requirements, and Davis-Bacon Act.
  • Proven experience preparing and submitting certified payroll through LCPtracker and DIR PWCP.
  • Strong understanding of apprenticeship requirements (Labor Code §1777.5) and STW compliance.
  • Experience auditing payrolls, resolving wage discrepancies, and responding to agency audits.
  • High level of accuracy, attention to detail, and ability to manage large project volumes.
  • Experience managing 100+ concurrent prevailing wage projects
  • Proficiency with payroll, compliance, and project management systems
  • Ability to work independently, prioritize deadlines, and exercise sound judgment.
  • Experience working with PLA, CWA, and Skilled & Trained Workforce mandates.
  • Familiarity with ABC reporting requirements and apprenticeship committees.
  • Prior experience serving as primary liaison during DIR or third-party audits.
  • Construction industry background in mechanical, plumbing, or utilities trades
