Senior Program Manager-Real Estate
Future Opportunity
CSEngineering is seeking a Senior Program Manager to provide strategic oversight and management support within a federal real property and lease acquisition environment. This role leads coordination, compliance oversight, reporting, and execution tracking across lease acquisition initiatives, National Broker IDIQ oversight, market research activities, OMB lease scoring governance, and portfolio lifecycle management.
JOB RESPONSIBILITIES
- Provide overall program management leadership for a federal lease acquisition portfolio and associated real property initiatives.
- Serve as the lead facilitator for mid- to large-scale initiatives, overseeing multiple concurrent projects and geographically dispersed teams.
- Develop and maintain a Project Management Plan (PMP) for each task, detailing management approach, staffing, schedule, quality assurance controls, communications plan, risk management, and deliverables tracking.
- Develop and update comprehensive process maps documenting workflows, deliverables, data sources, dependencies, and risk points.
- Brief program status and PMP updates to leadership on a recurring basis.
- Oversee administration of National Broker Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and delegated Task Orders.
- Ensure compliance with OMB Circular A-11 lease scoring requirements, including governance of the 90 Percent Test (Net Present Value vs. Fair Market Value).
- Provide oversight of OMB Circular A-11 Appendix B lease scoring methodology application.
- Monitor market research activities under FAR Part 10 to support defensible acquisition planning.
- Ensure compliance with FAR Part 16 related to IDIQ contract management.
- Interpret and apply federal property authorities including Title 38 U.S.C. § 8103 and Title 40 U.S.C.
- Coordinate with leadership, brokers, field offices, and General Services Administration (GSA) stakeholders to ensure lifecycle alignment and milestone compliance.
- Consolidate and validate portfolio-level reporting and performance metrics.
- Identify compliance risks, process gaps, and recommend mitigation strategies.
- Prepare executive briefings, analytical memoranda, and strategic reports.
- Maintain documentation within federal network drives and SharePoint repositories in accordance with federal recordkeeping standards.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Real Estate, Public Administration, Business Administration, Finance, or related field (Master's degree preferred)
- Minimum 8+ years of experience in federal real estate, leasing, or acquisition program management
- Experience managing federal lease acquisition programs
- Demonstrated experience overseeing multi-project portfolios involving reporting, public policy, operations, finance, investment, research, strategic planning, and compliance
Strong knowledge of:
- OMB Circular A-11 (including Appendix B lease scoring methodology)
- Federal Acquisition Regulation (FAR) Parts 10 and 16
- Title 38 and Title 40 federal property authorities
- Federal real property lifecycle processes
- Experience managing National Broker IDIQ contracts and delegated Task Orders
- Experience preparing executive-level briefings and portfolio reporting
- Proficiency with Microsoft Office Suite and federal document management systems
- Must be a U.S. Citizen
PREFERRED QUALIFICATIONS
- Project Management Professional (PMP) certification
- Federal Acquisition Certification coursework
- Familiarity with:
- GSA leasing processes and delegation procedures
- GSA Forms 1364 and 1217
- National Broker IDIQ commission structures
- Federal Real Property Profile (FRPP) reporting
- Environmental review requirements (NEPA) in lease acquisition context
