We are hiring a seasoned Program Manager to join our onsite team in the Washington, DC area. This position will lead Agile and Data teams in delivering mission-critical initiatives across data engineering, data science, and analytics workstreams. The Program Manager will ensure alignment with business and mission priorities while serving as the primary point of contact for senior clients, guiding program execution, Agile adoption, and data-driven solution delivery in complex environments.
This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.

RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Provide leadership and oversight for Agile and data-focused programs, ensuring delivery of high-impact, mission-aligned outcomes.
- Manage cross-functional teams including Data Engineers, Data Scientists, BI Analysts, and Agile delivery staff.
- Define and sequence projects that incrementally deliver program capabilities while managing overall implementation risk.
- Facilitate Agile program-level ceremonies (PI Planning, roadmap reviews, retrospectives) and enforce scaled Agile practices (SAFe or similar).
- Translate stakeholder requirements into actionable backlogs, priorities, and deliverables across Agile and Data teams.
- Partner with technical leads to align architectures, pipelines, and analytics solutions with business goals.
- Oversee program schedules, dependencies, budgets, risks, and mitigation strategies.
- Report project activities, risks, issues, scope, and progress to senior government stakeholders, preparing executive-level briefings and program documentation.
- Develop and implement summary project report structures and project success metrics.
- Ensure consistent application of data governance, security, and compliance standards.
- Facilitate governance processes and related boards, and ensure all required deliverables are completed for each process.
- Mentor and coach team leads, fostering collaboration and continuous improvement.
- Drive innovation in both Agile delivery and data capabilities, helping clients mature their practices and platforms.
Requirements:
KEY REQUIREMENTS:
- Bachelor’s degree in Business, Information Systems, Computer/Data Science, or related field.
- 10+ years of experience managing programs or large-scale projects, with at least 5 years in Agile and/or data-related initiatives.
- Proven track record overseeing multidisciplinary teams that include Agile delivery staff, Data Scientists, and Data Engineers.
- Strong understanding of Agile frameworks (Scrum, SAFe, LeSS) and data lifecycles (ingestion, engineering, analytics, and governance).
- Demonstrated success managing schedules, budgets, and technical deliverables in complex environments.
- Experience briefing executives and translating technical solutions into business/mission impact.
- Familiarity with cloud data platforms (AWS, Azure, GCP) and enterprise data modernization efforts.
- Active Public Trust clearance or ability to obtain one.
- Excellent leadership, facilitation, and communication skills.
PREFERRED QUALIFICATIONS:
- Prior experience supporting DHS, USCG, or similar federal agencies.
- PMP, PgMP, SAFe, or Agile Program Management certification.
- Background managing cloud migrations, data modernization, or scaled Agile adoption in federal environments.
- Experience implementing data governance frameworks and Agile portfolio management practices.
- Experience with enterprise data governance tools (e.g., Collibra, Informatica, Alation).
- Experience with enterprise data analysis tools (e.g., DataBricks, Snowflake, Qlik, Power BI)
- Familiarity with federal data standards and compliance requirements.
- Knowledge of Agile environments and collaboration tools (Jira, Confluence).
- Experience working across multiple stakeholder groups to achieve data and IT goals and objectives, and delivering successfully on product requirements.
- Direct client management within a complex, highly technical government data organization with multiple service leads/points-of-contact, operating against multiple strategic business objectives.
