Employment Type: W2 Contract
Work Authorization: US Citizen
Security Clearance: Security clearance is required for this role; candidates must meet eligibility criteria
Work Mode: (Initial On-Site with 5 days a week and some possibility of Remote work after few months)
Place of Performance: Washington, DC.

Position overview:

Seeking multiple senior-level HR professionals to support the Client's Office of Human Resources (OHR) in a variety of functions, including but not limited to strategic HR consulting, staffing/classification, policy writing, and employee/labor relations. These roles will support the execution of Client's Strategic Human Capital Plan and provide tactical and advisory services across functional HR areas.

Responsibilities:

  • Provide expert advice on labor and employee relations, including interpretation of FMLA, ADA, and FLSA.
  • Support executive and strategic staffing needs including classification audits and PD writing.
  • Develop, revise, and implement HR policies and internal controls.
  • Conduct organizational and functional analyses and recommend realignment strategies.
  • Coordinate responses to audits, develop white papers, and maintain SOP inventories.
  • Provide HR guidance using USA Staffing and other federal HR platforms.
  • Broad experience in policy development, staffing/classification, employee/labor relations, and/or organizational development.
  • Ability to provide daily HR operational and strategic support to USCP HR leadership.
  • Strong knowledge of federal HR policies and practices, particularly within the Legislative or Executive Branch.
  • Experience in developing or advising on SOPs, internal controls, competency models, IDPs, and human capital strategy.
  • Proficiency with systems like USA Staffing and Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Project).

Skills & Tools:

  • Federal HR principles, concepts, and regulations (FLSA, FMLA, ADA, OPM standards)
  • HR policy analysis, drafting, and implementation.
  • Labor and employee relations (consulting, issue resolution, compliance)

Experience Required: ​​

  • Minimum of five (5) to ten (10) years of relevant federal HR experience.

Educational Qualifications: Bachelor's or Master's Degree in Human Resources, Business Administration, Public Policy, or a related field is strongly preferred.
