Subject Matter Expert (SME) Training and Development Manager
Position Overview
The SME Training and Development Manager is a qualified psychometrician (practices the science of measurement/psychometrics) and serves as the architect of course assessments. The role is responsible for designing, implementing, and managing training programs that leverage subject matter expertise to enhance workforce skills and organizational performance, and works with internal/external SMEs to develop curriculum, deliver training, and assess learning outcomes.
Key Responsibilities
- Work with Journeyman/Junior Management Analysts to ensure the proper assessment format, number of questions, and difficulty levels.
- Set the time allotted for tests/assessments and make scoring decisions (e.g., points assigned per question).
- Coordinate with cadre/program SMEs to define what a participant must know to be competent, and ensure questions align to the courses Enabling Learning Objectives (ELOs).
- Develop independent assessments and evaluation metrics; update/create Test Banks (TBKs).
- Measure and protect exam quality: validity, reliability, and fairness of the exam program.
- Ensure content aligns with organizational standards, regulatory requirements, and best practices; collaborate with SMEs/authors to resolve issues and improve quality.
- Provide guidance on terminology, formatting, and style; validate facts/data/references; help update editorial guidelines/templates; support training materials/manuals/documentation; stay current with relevant industry trends/standards.
Qualifications and Experience
- Bachelors degree in a relevant field.
- Must be a qualified psychometrician.
- Extensive experience and recognized expertise in the subject area; strong editorial/writing/communication skills; attention to detail; experience with document management systems/editorial tools; ability to work collaboratively with diverse teams.
