Replace the Chisos Mountains Lodge and Rehabilitate the Chisos Basin Water System

The construction of the “Replace the Chisos Mountains Lodge and Rehabilitate the Chisos Basin Water System” project at Big Bend National Park, Texas. This project will be accomplished via a design-bid-build (DBB) project delivery method, and the construction contract will be solicited and awarded as a single contract. The work of the project will occur in two different geographic locations: Chisos Basin and Oak Springs, both located in Big Bend National Park.

The project consists of two components which will be constructed simultaneously under one contract and one period of performance. The Replace the Chisos Mountains Lodge (Lodge Component) scope includes the demolition and replacement of the existing Chisos Mountains Lodge, the demolition of the existing Chisos Basin Camper Store and the expansion of the restrooms in the existing Chisos Basin Visitor Center, as well as associated site work and landscaping. The Rehabilitate the Chisos Basin Water System (Water Component) scope includes installation of new potable water treatment and storage facilities and replacement of the existing potable water distribution system as well as associated appurtenances, building and site work.

Requirements:

  • Utilizing the CM software management program, use of MS Teams, Microsoft Word, Excel, Adobe PDF, MS Project and other software programs typically utilized for construction management services.
  • Ability to stand and walk for a significant portion of the on-duty time each workday on a daily basis to observe contractor performance, including the ability to walk long distances and walk over uneven and rough surfaces and in rugged terrain to access remote work locations.
  • Ability to walk up multiple flights of stairs, get onto and use scaffolding, ladders, catwalks and/or a lift to access and view building walls and roofs, walk on roofs, use ladders, and be tied off using a Personal Fall Arrest System (PFAS).
  • Ability to follow safety protocols and to enter confined spaces to observe construction progress such as crawling, bending, stooping, climbing, etc.
  • Ability to perform all duties and responsibilities in all expected weather conditions.
  • Ability to work in an office and operate a computer system for a significant portion of the on-duty time each workday on a daily basis.
  • Technical knowledge and abilities such as:
  • OSHA 30-hour construction safety training.
  • Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
  • Ability to communicate effectively orally and in writing.
  • Knowledge and experience performing similar duties and responsibilities on construction projects that are similar in scope, magnitude and complexity to this project. Have knowledge of and experience performing or inspecting similar construction scopes of work and applicable construction trades and techniques so that the CMR can observe, document and confirm conformance to the contract’s technical requirements, plans and specifications.
  • Knowledge of construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, and ability to inspect mock-ups.
  • Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
  • Ability to define and document scope changes either required by NPS or a result of a differing site condition.
  • Ability to understand and document negotiations between the Government and the construction contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
  • Ability to read and interpret the construction schedule to evaluate and document progress.
  • Ability to evaluate payment requests as they relate to percentages/dollars/activities.
  • Ability to legally operate a motor vehicle to access the work locations. Ability to safely operate a four-wheel drive vehicle to access work locations for which the only vehicular access is via minimally maintained four-wheel drive access roads.
