Position Summary:
The Construction Manager (CM3) will work closely with the rest of the Company’s OSP division and report to the Manager, Construction. They will be responsible for leading multiple network expansion construction projects, directing day-to-day construction fields operations and managing all vendor relations while meeting deadlines on time and under budget. This individual must be able to work in a fast-paced environment and have critical problem-solving skills to make decisions quickly when needed.
Construction Manager (CM3) critical responsibilities:
- Ensure network expansion plans are properly aligned to achieve the department’s goals and objectives.
- Work with vendor managers/supervisors to provide management oversight for all phases of the construction project, including coordinating workers, material, and equipment, ensuring that construction milestones are performed in accordance with schedule and budget.
- Direct the day-to-day construction field operations, providing necessary technical guidance, quality controls and safety adherence.
- Ensure Company tracking methods and systems are implemented to measure productivity levels and perform regular review of job cost and progress reports.
- Responsible for vendor compliance with Company safety policies and procedures.
- Fully understands the business, scope, and implications related to managing OSP construction operations.
- May manage, oversee, and provide technical guidance and coaching to CM1s &CM2s.
- Interface with various internal and external stakeholders on assigned construction projects.
- Communicate with team members ensuring cohesion across various departments.
- Ensure that team goals, protocols, and business relationships are consistent with the company's strategy.
- Execute and deliver multiple construction projects, focusing on aggressively expanding APB’s fiber network at an industry-leading pace and cost per passing.
- Responsible for network construction costs, budget adherence, and tracking expenses and able to report as required.
- Develop and positively maintain short-term and long-term relationships to support Company goals.
- Document, update and maintain robust and accurate plant records and as-builts as projects are completed.
- Manage relationships with regional utilities and local and state governments.
- Participate in ongoing educational and networking opportunities in order to maintain current knowledge of network operations, technology changes and matters as they relate to cost-effective FTTH deployment.
- Perform other daily assigned tasks related to OSP Construction projects.
Qualifications of a strong candidate:
- Bachelor’s degree in engineering or a related discipline, or the equivalent education and /or experience.
- Minimum 5+ years of experience in related engineering or network construction in the areas of responsibility listed above.
- Must have a valid drivers license and be able to pass a pre-employment background and MVR check.
- Knowledge of CAD, GIS mapping software and other digital construction platforms required.
- Proficiency with Microsoft Office Suite.
- Expert knowledge in RUS Construction standards, NESC requirements, and OSP construction-related details (Aerial, Underground, Buried, Splicing, etc.)
- Proficient knowledge in FTTP construction methods as well as fiber management and splicing standards.
- Good understanding of telecom network topology and customer connectivity.
- Experience in telecom using AutoCAD and any other GIS application.
- Hands-on experience on telecom networks including OSP and ISP elements.
- Able to effectively oversee multiple priorities with a strong attention to detail in a fast-paced environment.
