Status: Exempt (Salaried Position)
Position Summary:
Directs the activities of road employees engaged in improving, maintaining and repairing Reservation roads and bridges, as well as other transit ways on or near the Reservation, as well as special projects assigned by tribe.
Primary Duties and Responsibilities:
- Develop and administer the budget for departmental activity.
- Supervises Road's staff in daily activity.
- Schedules equipment and assigns duties to staff to assure completion of assigned projects.
- Develops funding resources for Departmental activities.
- Train staff and enforce safety regulations, policies and practices.
- Responsible for assuring proper record keeping for the Department.
- Performs or supervises staff in performing snow removal and ice control.
- Performs as a technical resource of related activities for the safe and effective construction and maintenance of roads and bridges.
- Directs the use of qualified skilled staff to operate equipment and machinery used in maintenance and construction equipment for roadway, agricultural and other uses.
- Monitors equipment, supplies and parts inventories needed to support field activity. Recommends the appropriate types of materials required and the correct procedures to achieve the desired results. Requisitions tools, equipment, and supplies, and recommends purchases of major equipment.
- Oversee and/or arrange the maintenance and repair of all Departmental construction equipment and other assets.
- Coordinates on behalf of the tribe the contractors and subcontractors performing work for the Department.
- Oversee the development of plans and specifications for the Department projects.
- Inspects completed work for conformance to blueprints, specifications, standards and contractual requirements.
- Maintains contact with parts and equipment dealers, material suppliers and contractors.
- Assist other tribal staff in the negotiation of contracts and right of way and other property purchases.
- Responsible for supervisor and administrative assistant evaluations.
- Other duties as assigned by the Executive Director.
Qualifications:
To perform this job successfully, the incumbent must be able to perform each primary duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience:
AA degree and at least five years experience in roadway maintenance and construction procedures, and three years experience in program administration and supervision, or equivalent combination of education and experience, knowledge of Indian Reservation Roads Program and other Federal Highway Programs available to fund Department operations.
Mathematical and Reasoning
Ability to arrive at correct calculations using standard formulas that apply to road and bridge, and heavy construction, work; ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. While performing the duties of this job, the employee is frequently exposed to moving mechanical parts and outside weather conditions. The employee is occasionally exposed to toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate to loud.
