POSITION SUMMARY: Quivera Enterprises LLC, a leading government contracting holding company, is seeking a seasoned Capture and Proposal Manager with at least 5 years of experience managing multi-volume, complex proposals for federal agencies. The ideal candidate will have extensive experience in federal capture and proposal management and be adept at writing content, managing proposal development, and ensuring compliance with all federal regulations. This role will involve the end-to-end management of the capture and proposal process, ensuring compliance, accuracy, and timely delivery. The successful candidate will collaborate with subject matter experts (SMEs), technical staff, and external resources to craft compelling, compliant, and winning proposals.

KEY RESPONSIBILITIES:

Proposal Development and Writing:

Manage the full life cycle of proposals, from Capture and/or RFP analysis to final submission and award. Assist in developing and maintaining a win strategy throughout the proposal process, producing compelling and competitive documents.

  • Write, edit, and proofread proposals for clarity, accuracy, flow, and alignment with company standards and guidelines.
  • Develop compliance matrices, outlines, and proposal templates to ensure adherence to solicitation requirements.
  • Collaborate with SMEs and other departments to gather technical input and integrate them into the proposal narrative. Maintain a high-level understanding of company products and services to add value in proposal development.
  • Respond to and review RFPs, ensuring all submissions are error-free and compliant, including grammar, spelling, and RFP compliance with federal regulations and guidelines (e.g., FAR, DFARS).
  • Coordinate with various teams to guarantee that every aspect of the proposal meets the specific requirements and standards of the opportunity, ensuring compliance and alignment with the solicitation guidelines.
  • Ensure that all proposals meet the highest standards of quality and comply with all relevant regulations and requirements.
  • Monitors’ proposal status responds to any inquiries from the government and prepares for potential follow-up activities such as oral presentations or negotiations.
  • Compellingly convey Quivera’s solutions and skill sets in narrative format and through graphical / technical diagrams, working closely with teaming partners
  • Lead short-, mid- and long-term opportunity pursuits, to include designing and executing capture, pricing, and outreach strategies through proposals, white papers, and other positioning documents
  • Work closely with the finance team to develop strategic pricing

Project Management and Coordination:

  • Lead and organize proposal teams, including technical writers, SMEs, and graphic designers, ensuring clear communication and task assignment.
  • Establish and monitor proposal timelines to ensure on-time delivery while managing multiple concurrent proposal efforts.
  • Facilitate bid/no-bid decision discussions with leadership and track the progress of all proposals.
  • Lead proposal reviews and coordinate the approvals processes and final production, including graphics and formatting, and executive sign-off.
  • Track and monitor proposal data and maintain detailed documentation for proposals and contracts.

Collaboration, Teamwork, and Compliance:

  • Work closely with internal teams and strategic partners to develop winning strategies for each proposal.
  • Ensure proposals meet all compliance requirements, including technical specifications, legal, and contract terms.
  • Collaborate with graphic designers to ensure visuals complement and enhance written content.
  • Assist in maintaining proposal content libraries, including past performance and boilerplate sections and key proof point.
  • Act as a secondary reviewer for proposals led by other team members.
  • Partner with the marketing team to assist in the development of print and digital materials.
  • Mentor less-experienced team members as needed.

Process Improvement:

  • Implement best practices for proposal management and continuously seek ways to improve the efficiency and quality of the proposal process.
  • Lead debrief sessions to evaluate proposal successes and areas for improvement, and integrate lessons learned into future submissions.
  • Stay informed on industry standards, the latest government contracting regulations, and proposal development trends.
  • Support the use of Proposal Management or Content Management software and other tools to streamline proposal development.

Additional Duties:

  • Maintain organized records of all proposal documents, submissions, and awarded contracts.
  • Occasionally attend industry events and conferences to stay updated on market trends and federal opportunities.
  • Support capture management and business development teams as needed. Assist in capture efforts to ensure teams are put together to optimally meet the RFP requirements (i.e. gap analysis).
  • Support HR with recruiting efforts for Key personnel in proposals

Required Qualifications:

  • Bachelor’s degree in Business, Communications, Technical Writing, or a related field.
  • 5+ years of experience managing multi-volume federal proposals, with a proven track record of success.
  • Comprehensive understanding of the federal government contracting environment, including knowledge of FAR/DFARS.
  • Ability to develop compliance matrices, technical content, and executive summaries that align with solicitation requirements.
  • Strong writing and editing skills, with excellent attention to detail.
  • Exceptional project management and organizational abilities, with experience handling multiple concurrent proposals.

Preferred Qualifications:

  • Experience writing proposals for federal agencies across multiple sectors.
  • Shipley or APMP certification is highly desirable.
  • Project management certification (PMP) or equivalent is a plus.
  • Experience collaborating with senior management and various departments (technical, marketing, contracts).
  • Familiarity with proposal software or management platforms (e.g., SharePoint, GovWin).

Technical Skills:

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, SharePoint).
  • Familiarity with proposal management tools and platforms for document organization and tracking (e.g., SharePoint, GovWin, or similar platforms).
  • Basic graphic design skills or experience working with designers is a plus. Basic knowledge of graphic design software (Illustrator, Photoshop, Canva) is a plus.

PHYSICAL DEMANDS:

This is a high-stress position based on full responsibility for Quivera and subsidiary operations. The Strategic Initiative Director handles detailed, complex concepts and problems, balances multiple tasks simultaneously, and makes rapid decisions regarding administrative issues. Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of executive management. Hours may be long and irregular.
