Job summary:
The principal functions of the Code Enforcement Officer are to ensure compliance with adopted county codes and ordinances related to planning, development, and Road and Bridge Department policies and regulations. The primary code enforcement work is performed under the direct supervision of the Planning and Development Services Director, with some additional duties also being assigned by the Public Works Director. The principal duties of this class are performed in a general office environment but will also include regular field work and site visits.
Essential Duties and Responsibilities (may vary by assignment)
The position assumes responsibility and performs tasks in the following areas:
- Conducts regular, or "as needed," site visits to inspect properties for county codes, ordinances, and right-of-way compliance,
- Documents observations and gathers evidence of code compliance or violations,
- Writes and issues code violation letters to non-compliant property owners, or other responsible parties, that clearly explain the nature of violations, while also listing any required corrective actions and their implementation deadline, along with the consequences of further non-compliance,
- Issues infractions and citations in coordination with the Bannock County Sheriff's Office and in accordance with county ordinances, policies, procedures, and practices,
- Maintains accurate records of all letters, infractions, and citations issued, while also preparing clear and concise reports,
- Responds to public inquiries and complaints regarding code enforcement issues,
- Provides information and guidance to property owners and the public about code requirements and compliance,
- Forwards exemption requests to the department director, and provides any needed technical or evidentiary information on such requests to the director or BOCC as requested,
- Maintains detailed and accurate records of inspections, violations, and enforcement actions,
- Collaborates with the Bannock County Prosecutor's Office to escalate violations that require legal action,
- Attends court proceedings as needed to provide testimony and support prosecution efforts,
- Performs all work duties and activities in accordance with County and Department policies, procedures, and safety practices, and
- Performs other duties, tasks or responsibilities as assigned or as necessary to complete the objectives of the department or job position.

Knowledge Of:
- Adopted county codes, ordinances, policies, procedures, techniques, and interpretations relating to planning, development, and road and bridge maintenance,
- Effective English grammar, spelling, punctuation, composition, and
- Basic mathematical computations.
Skill To:
- Communicate tactfully and professionally, verbally or in writing, to explain code, ordinance and regulations while also establishing and maintaining effective working relationships with other employees, the public, developers and builders, customers, applicants, property owners, and other interested and affected parties, including effectively using conflict resolution techniques to calmly resolve stressful or adversarial situations,
- Perform multiple tasks and responsibilities, including handling interruptions, with accuracy and speed under the pressure of time-sensitive deadlines while also prioritizing projects and scheduling workloads,
- Operate standard office equipment including copier/scanner/fax machine, ten-key, calculators, and computer applications used by the department, or as otherwise may be necessary, and
- Safely operate a motor vehicle in various weather and road conditions.

- Use sound judgement and critical thinking to make sound interpretations and impactful administrative decisions based on established guidelines and procedures,
- Maintain strict confidentiality and impartiality,
- Work with direct supervision or feedback, while also being able to operate independently and make sound decisions in the field without constant supervision, and
- Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Minimum Education, Experience and Training
- High school diploma or GED equivalency is required, and
- A current Idaho driver's license is required.
Preferred Education, Experience and Training
- Some college coursework in public administration, law enforcement or a related field is preferred, and
- Previous experience in code enforcement, law enforcement, or related fields is highly desirable.
Essential Physical Requirements
- Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person.
- Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials.
- Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer or conduct field inspections, which may involve walking on uneven terrain, climbing stairs, and exposure to various weather conditions,
- Sufficient personal mobility, flexibility, agility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift or move office materials weighing up to 25 pounds, to sit and work at a computer workstation for an extended period, and work in an office or courtroom environment.
