Administrative Law & Rent Regulation Litigation Associate
Job Description
A premier New York City real estate law platform is seeking an Associate Attorney with true administrative law experience representing property owners before DHCR, OATH, and other New York City and State agencies.
This role is designed for an attorney who regularly handles agency hearings, regulatory disputes, and Article 78 proceedings and who has a strong working command of New York’s Rent Stabilization Law and Code.
You will work directly on sophisticated administrative and regulatory litigation for institutional owners and operators across New York City. This is not a housing court eviction role and not a general landlord-tenant position.
This is a litigation and regulatory defense position for attorneys who are already comfortable operating inside administrative agencies.
What You’ll Work On
• Representing owners as primary counsel in DHCR proceedings, OATH hearings, and other administrative agency matters
• Litigating rent overcharge, succession, harassment, discrimination, and deregulation claims at the agency level
• Handling voucher and subsidy-related administrative disputes and hearings
• Drafting, filing, and arguing Article 78 petitions arising from agency determinations
• Preparing agency submissions, regulatory responses, and motion practice in New York Supreme Court
• Advising clients on Rent Stabilization Law, Rent Stabilization Code, and Rent and Eviction Regulations
• Conducting administrative and rent regulatory due diligence for property owners and managers
• Working alongside senior attorneys on complex regulatory and litigation strategy for large real estate portfolios
What We’re Looking For
• J.D. from an accredited U.S. law school
• Active New York Bar admission in good standing
Most Important Requirement
• Demonstrated experience appearing before DHCR, OATH, or similar administrative agencies as counsel — not simply housing court or eviction practice
Additional Qualifications
• Meaningful hands-on experience with DHCR proceedings and rent regulation defense work
• Experience drafting and handling Article 78 proceedings
• Strong working knowledge of Rent Stabilization Law and Code
• Familiarity with NYC Human Rights Law, Fair Housing claims, and regulatory enforcement matters is a plus
• Ability to independently manage agency matters while working collaboratively within a litigation team
• Interest in expanding administrative matters into related Supreme Court litigation
A portable book of business is welcome but not required.
