Job DescriptionDescription:

To thoroughly, accurately, and timely perform (under relatively close supervision with initial work assignments and with consistent work product reviews thereafter) basic or routine personal property appraisal field work in designated areas and gather and utilize available data and approved methodologies to arrive at market values. (Work may, for a period of time, be performed with the guidance and assistance of a mentoring higher-level appraiser.)


KEY DUTIES AND RESPONSIBILITIES

  1. Locates, performs field inspections and re-inspections, collects and/or verifies previously collected data, and classifies assigned business properties for personal property valuation purposes
  2. Reviews and calculates renditions and assesses acceptability of information
  3. Applies appropriate rate tables, depreciation schedules, and other factors, and adheres to established policies, procedures, and statutory requirements in arriving at market value for business personal property
  4. Adds, deletes, and corrects inaccurate business personal property account information
  5. Utilizes a computer workstation and available applications software to retrieve, manipulate, and input data
  6. Responds to inquiries, complaints, and informational requests from property owners or their authorized agents over the telephone, in person, and/or via written correspondence
  7. May represent the district in informal value protest sessions
  8. May prepare and present information and report/explain appraisal district values before the Appraisal Review Board
  9. May make recommendations for resolving value disputes to those with decision-making authority
  10. Performs other duties as assigned



Reports To: BPP Division Manager or other designated supervisor

Requirements:

Skills/Abilities:

  • To work cooperatively and productively with co-workers and the general public
  • To effectively and tactfully explain (both verbally and in writing) technical information in understandable terms to non-technicians and others
  • To thoroughly and accurately perform basic research, mathematical and statistical computations, and data analysis
  • To properly identify and classify personal property
  • To correctly read and interpret maps and plats and locate properties
  • To become registered and timely progress through the requirements of the Texas Department of Licensing and Regulation, leading to certification as a Registered Professional Appraiser
  • To operate personal computers, printers, copiers, calculators, and other office equipment and devices
  • Obtain knowledge of the principals, practices and approaches to property appraisal, including mass appraisal
  • Obtain knowledge of applicable provisions of the Texas Property Tax Code



Education/Experience:

  • Bachelor’s degree in real estate, business, finance, accounting, or a related field plus at least one year of relevant experience or an equivalent combination of pertinent education and/or professional/technical training; (recognized professional appraisal designations may be substituted for experience)
  • General knowledge and understanding of analyzing a company’s balance sheet, income statement and other financial documents is a plus

  • Must have and maintain a Texas- licensed vehicle with a valid vehicle safety inspection sticker
  • Must possess and maintain a valid Texas driver’s license
  • Must furnish proof of and maintain current vehicle liability insurance with limits not less than those mandated by state law
  • Must successfully pass driving and criminal background investigation and other job- related pre-employment screening and assessment measures
  • Must be able to work some weekends and/or extra hours


WORK ENVIRONMENT


Working Conditions:

  • Positions in this class typically require repetitive motions, walking, talking and hearing, sitting or standing for prolonged periods of time in an office setting.
  • Includes both office and field work, exposing incumbents to computer screens and office equipment in the first instance and varying weather conditions, land and structures indifferent stages of development, and various environmental elements (dust, dirt, noise, etc.) in the second
  • This job allows some work from home flexibility. During certain times of the year, in-office work is required. The in-office work, when required is an essential function of this job. There are no accommodations for the periods of time that require in-office work.



Physical and Mental Requirements:

  • Position requires mental dexterity to operate a computer keyboard and standard office equipment with the ability to effectively communicate by phone, e-mail, writing and face to face. The position requires considerable concentration and ability to manage time effectively. The position is subject to stress caused by mandatory deadlines and workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions. Work may, on occasion, entail light lifting

Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health or safety of themselves or others
