Job DescriptionHealthcare Analyst
ROLE
We are seeking an experienced Analyst to support the Health Resources and Services Administration (HRSA) by conducting assessments and implementing process improvements related to the Federal Tort Claims Act (FTCA) deeming and compliance framework. The Senior Analyst will play a critical role in evaluating current processes, designing streamlined solutions, and providing actionable insights to strengthen program operations, stakeholder engagement, and public health outcomes. RESPONSIBILITIES
- Conduct rapid assessments of FTCA technical assistance and deeming processes, identifying gaps in daily operations, compliance, and oversight functions.
- Define issues, recommend modifications, and support redesign to improve efficiency, accountability, and program alignment.
- Identify business needs and establish integrated program management processes and systems.
- Develop and implement streamlined processes across key areas including: deeming applications, compliance monitoring, technical assistance, policy, stakeholder engagement, data & evaluation, and controlled correspondence.
- Provide guidance on aligning new processes with HRSA systems and program requirements.
- Lead program-specific data analysis efforts to identify trends, gaps, and opportunities for improvement.
- Create detailed implementation plans, including step-by-step instructions, timelines, and checklists to ensure execution and accountability.
- Provide analysis outputs that support program justification, funding proposals, and budget submissions.
- Engage with internal and external stakeholders to gather input and foster collaboration on program enhancements.
- Develop evaluation and sustainability plans to assess program impact and ensure long-term effectiveness.
- Establish monitoring plans to track program progress, measure success, and provide recommendations for continuous improvement.
- Support deemed entities in quantifying outcomes, quality of service, and overall program performance.
REQUIRED SKILLS / EXPERIENCE
- Minimum of 3 years of experience conducting program assessments, compliance reviews, or operational process improvements in a federal or healthcare environment.
- Demonstrated experience with FTCA, HRSA programs, or healthcare compliance - strongly preferred
DESIRED SKILLS / EXPERIENCE
- Strong expertise in data analysis, program evaluation, and policy development.
- Experience developing process improvements, implementation plans, and compliance frameworks.
- Excellent written and verbal communication skills, with the ability to create clear reports, presentations, and implementation tools.
- Proficiency in data management, analysis software, and HRSA-compatible tools.
- Ability to collaborate with diverse stakeholders and lead cross-functional initiatives.
- Strong PowerPoint skills
EDUCATION / CERTIFICATIONS
- Bachelor’s degree in Public Health, Public Administration, Data Analytics, or related field (Master’s degree preferred).

- $65,000 - $75,000 commensurate with experience

Other Considerations: applicants will be subject to a background investigation. Individual’s primary workstation is in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
