HR Generalist

South Florida (In-Office) • Full-Time • Payroll / HR / Compliance


ABOUT THE ROLE

Stellar Synergy is hiring an HR Generalist to run the people, payroll, and compliance engine behind a busy commercial construction workforce. This is a detail-driven, audit-heavy role: you keep payroll accurate, worker files complete, benefits administered, and workers' comp claims moving, while holding the documentation standard that keeps the company compliant on federal and prevailing-wage projects. If you are organized, thorough, and like owning a process end to end, this role is for you.


WHAT YOU'LL DO

Payroll

• Run the weekly payroll audit across both processing waves, matching imports to the bookkeeper's numbers and saving the final pre-process for the Director of Finance.

• Process deductions, reimbursements, child support orders, and sales commission inputs.

• Validate payroll claims with operations and generate off-cycle payroll audit reports as needed.

• Input worker bank details and maintain accurate payroll records.


Worker Files & Compliance

• Scan, organize, and audit worker application packets, IDs, and supporting documentation for accuracy and work eligibility.

• Follow up on missing documents with workers and the field, and track expiring documents (sending renewal notices by certified mail).

• Sign the employer section of I-9s, confirm E-Verify, and verify workers are entered into certified payroll systems.

• Audit monthly to confirm all workers and subcontractors have the proper forms on file.

• Maintain certified payroll records and prevailing-wage compliance, and audit job rates against current prevailing-wage schedules.


Worker Communication, Onboarding & Offboarding

• Own worker-facing communication: onboarding, training, handbook, and document requests.

• Manage onboarding and offboarding through the company's HR platform.

• Investigate and address worker concerns and claims in line with compliance and company standards.


Workers' Compensation & Safety

• Investigate and report workers' comp claims, open claims, and manage the authorization process.

• Coordinate with injured workers throughout recovery and keep field leadership informed.

• Follow up with adjusters, track claim status, download and save occupational-health results, and make health-check follow-up calls.

• Maintain OSHA recordkeeping, including the 300 log and annual 300A summary.


Benefits

• Administer benefits: enrollments, terminations, changes, and monthly reconciliation.

• Manage the payroll file for health benefits and billing.

• Lead annual open enrollment and plan-design preparation.


Training & Development

• Partner with field leadership to build a training repository: labor, onboarding, and safety training videos and graphics.

• Document and map company processes using screen-recording and step-capture tools.


Reporting, Invoicing & Annual Compliance

• Audit project invoices and send client invoices on schedule.

• Generate and validate payroll and timekeeping change reports, and maintain a team-wide issues tracker.

• Request and send certificates of insurance and W-9s to clients, and audit lien and Notice to Owner documentation.

• Save contracts and project records, and handle annual filings: 1099 returns, ACA and FMLA testing, and address audits ahead of tax season.


WHAT WE'RE LOOKING FOR

Bilingual English/Spanish strongly preferred (most worker communication is in Spanish).

• 3+ years of HR generalist experience, ideally in construction, staffing, or light industrial.

• Hands-on payroll experience and comfort working in HRIS and payroll systems.

• Working knowledge of I-9, E-Verify, and certified payroll or prevailing-wage (Davis-Bacon) requirements is a strong plus.

• Experience handling workers' comp claims and OSHA recordkeeping.

• Benefits administration and open-enrollment experience.

• Highly organized and detail-oriented, with strong Excel skills and a real appetite for audits and documentation.

• SHRM-CP or PHR certification a plus.
