Position Summary
The Payroll Manager / HR Generalist is responsible for overseeing all aspects of payroll administration while supporting daily human resources operations. This position ensures accurate and timely payroll processing, compliance with federal and state regulations, assists the HR Director with employee benefits administration, onboarding, employee relations, and HR policy implementation. The ideal candidate is highly organized, detail-oriented, and capable of balancing payroll responsibilities with a broad range of HR functions.
Essential Duties and Responsibilities
Payroll Administration
- Process weekly payroll accurately and timely for all employees.
- Maintain payroll records, employee earnings, deductions, garnishments, and tax withholdings.
- Ensure compliance with federal, state, and local payroll laws.
- Process certified payroll reports and prevailing wage documentation when required.
- Manage payroll audits and respond to requests from regulatory agencies.
- Coordinate payroll tax filings and year-end processing, including W-2 and 1095c preparation.
- Reconcile payroll records and work closely with HR Director on payroll-related matters.
- Monitor PTO accruals, holiday pay, and leave balances.
- Maintain confidentiality of payroll and employee information.
Human Resources Administration
- Assist with the coordination of onboarding and offboarding activities.
- Assist with maintaining employee personnel files and HRIS records.
- Assist employees with benefit enrollment and related questions.
- Assist in support recruiting efforts by posting jobs, screening applicants, scheduling interviews, and preparing offer letters.
- Assist with new hire orientation and facilitating employee training initiatives.
- Support workers' compensation administration and return-to-work programs.
Compliance and Reporting
- Maintain compliance with FLSA, FMLA, ADA, COBRA, HIPAA, OSHA, and other applicable regulations.
- Support EEO, affirmative action, and labor law reporting requirements.
- Manage employment verification requests.
Qualifications
Education
- Associate's degree in Human Resources, Business Administration, Accounting, or related field required.
- Bachelor's degree preferred.
Experience
- 5+ years of payroll administration experience.
- 3+ years of human resources experience.
- Experience processing payroll for 150+ employees preferred.
- Experience with HRIS and payroll software systems.
- Experience in construction, service, or skilled trades industries preferred.
