Loch Harbour Group is seeking a highly experienced Senior Program Manager (Contingent Upon Award) to lead and oversee the operations of a Government contract. The ideal candidate will have extensive experience managing complex DoD programs, providing strategic oversight, and ensuring seamless integration of programmatic, administrative, financial, and IT support services. This role requires exceptional leadership skills and the ability to direct multidisciplinary teams while maintaining compliance with contractual requirements and organizational objectives.
Responsibilities
- Plan, direct, and coordinate overall program operations to ensure successful execution of Government support requirements.
- Formulate and implement program policies, objectives, and procedures aligned with mission goals.
- Oversee daily program operations, resource allocation, and personnel management.
- Provide strategic direction and ensure effective integration of General Administration, Business & Financial Management, and Strategic Planning support.
- Ensure compliance with all performance, reporting, and quality requirements outlined in the SOW.
- Serve as the primary point of contact with the Government, managing stakeholder relationships and program deliverables.
- Lead cross-functional teams in executing complex technical analyses and business/financial management tasks.
- Monitor program performance metrics and provide recommendations for improvement to ensure mission success.
Requirements:
- Active Secret Clearance (mandatory).
- Bachelor’s Degree in Engineering, Business Management, or a related discipline.
- At least 15 years of relevant experience in program or project management.
- Strong leadership skills with the ability to manage diverse teams and stakeholders.
- Excellent written and verbal communication skills.
Desired Qualifications:
- 20+ years of management experience supporting the Department of Defense (DoD).
- Demonstrated expertise in Programmatic, Administrative, Financial, and Information Technology support.
- Master’s or Post-Graduate Degree in a technical or management-related field.
- Project Management Professional (PMP) certification and/or DAWIA Level III Certification in Program Management.
Place of Performance
- Primary Location: Washington, DC. (Must report onsite)
- Contractor Facility: Must be located within the Washington, DC metropolitan area to facilitate in-person participation in frequent meetings onsite
Travel Requirements
- Occasional travel may be required.
