Job Description:


We are seeking a detail-oriented and experienced Staff Accountant to support the Department of Health and Human Services (DHHS) in Washington, DC. The ideal candidate will bring technical expertise in federal accounting systems and serve as a trusted advisor in ensuring compliance, accuracy, and efficiency in financial operations.

This role requires a strong understanding of federal accounting principles, financial systems, and regulatory frameworks. The Staff Accountant will contribute to system enhancements, policy development, and provide technical guidance in resolving complex accounting challenges.

Key Responsibilities:


  • Provide technical accounting expertise in the review, analysis, and enhancement of agency accounting policies, procedures, and systems.

  • Conduct comprehensive evaluations of financial systems, accounting operations, and internal controls to identify process improvements and ensure compliance with federal regulations.

  • Develop and document system requirements and functional specifications in collaboration with business and IT stakeholders for enhancements or implementation of new accounting solutions.

  • Assist in the design, development, testing, and implementation of accounting system improvements and financial process automations.

  • Serve as a technical advisor on complex accounting matters, offering resolutions and recommendations in alignment with GAAP, OMB guidance, and other federal accounting standards.

  • Analyze financial data, reports, and system outputs to ensure accuracy, completeness, and adherence to reporting standards.

  • Evaluate technical and financial proposals to ensure conformance with federal financial management regulations and reporting requirements.

  • Provide support during financial system audits, reconciliations, and data validations to enhance audit readiness and transparency.

Required Qualifications:


  • Strong knowledge of federal accounting principles (FASAB/GAAP), internal controls, and financial reporting requirements.

  • Experience with federal financial systems such as Oracle Federal Financials, Momentum, SAP, or similar platforms.

  • Ability to perform detailed analysis of financial data and system performance to identify gaps and recommend corrective actions.

  • Familiarity with federal financial regulations, including Treasury, OMB, and GAO standards and directives.

  • Excellent written and verbal communication skills, with the ability to clearly present technical findings to both technical and non-technical audiences.

  • Proficiency in Microsoft Excel and other financial analysis tools.
