JOB DESCRIPTION

Job Title: Assistant Manager of Flight Following

Department: Flight Following

Reports To: Manager of Flight Following


POSITION PURPOSE:

Directs and coordinates activities of airline flight control center concerned with dispatching aircraft on scheduled flights and controlling flight movements on routes by performing the following duties personally or through subordinate supervisors and department employees


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties and responsibilities include, but are not limited to:

1. Develops plans, policies, and procedures in compliance with all applicable Federal Aviation Regulations (FARs), and company directives to ensure safety of flight.

2. Ensures all scheduled, chartered, and ad-hoc flights are staffed by qualified crew members and that flights are safely released and monitored in accordance with established FARs, international regulations and company directives.

3. Coordinates with the Director of Training and Flight Standards and the Flight Following Trainer to ensure the timely required training of Flight Followers.

4. Coordinates all duty schedules for Flight Followers to ensure operational coverage is sufficient for the scheduled operations (sick days, vacation, etc.).

5. Ensures effective communication with all departments, including: maintenance control, crew scheduling, Cargo services, etc. Supervises the scheduling and completion of Flight Follower initial, recurrent and requalification training to maintain currency of flight release authority.

6. Maintains the Flight Following Manual for accuracy and currency, and issues flight following revisions, bulletins (FFB), and read and initial memos. Updates the Flight Following Manual to ensure all written procedures promote safe and efficient flight in compliance with government regulations and company procedures.

7. Maintains required records relating to flight following functions.

8. Determines the physical, logistical, safety, and security suitability of airports.

9. Creates company NOTAMS when requested by the Director of Operations or the Chief Pilot.

10. Reviews dispatching and flight control actions taken by control center personnel to ensure safe and efficient operations in conformance with government and company regulations and procedures.

11. Monitors flight plans for accuracy

12. Maintains aircraft, route and flight data in Flight Planning System (NAVBLUE). Coordinates the maintenance and system changes in NAVBLUE as required.

13. Insures all employees have the required equipment and computer programs and training to use them.

14. Works within the SMS (Safety Management System) that function systematically to ensure the performance and effectiveness of safety risk controls and that the organization meets or exceeds its safety objectives through the collection, analysis, and assessment of information.

15. Supervises employees in flight Following Department which includes but is not limited to interviewing, hiring and training employees. Planning assigning and directing work workload.

16. Other duties as assigned


EDUCATION and/or EXPERIENCE:

  1. High school graduate; some college and/or technical school desirable.
  2. FAA Dispatcher’s certificate is required.
  3. Experience in a FAR 121/135 Operations Control Center with substantial international operations is required. Lack of FAA Dispatcher’s certificate can be off-set by multiple years of relevant in-depth experience in a flight operations/operations control center environment.
  4. Experience using database software; internet software; payroll systems; spreadsheet software, word processing software and the NAVBLUE Flight Planning System is preferred.
  5. Must be able to obtain and hold a passport from his/her country of nationality and hold a security clearance


LANGUAGE SKILLS

Ability to read, write and understand spoken and written English. Ability to write routine reports and correspondence.

QUALIFICATIONS:

Five to ten years of experience in aviation, or equivalent combination of education and experience. Must be able to perform all duties listed in the position description.

While performing the duties of this job, the employee is regularly required to sit, talk and listen. The employee is frequently required to use a computer terminal, telephone and 10-key calculator. TRAVEL REQUIREMENTS:

Travel for training as required

WORK ENVIRONMENT:

Employee will perform duties in an office environment with heating and cooling. The noise level in the work environment is usually moderate.
