We have an exciting opportunity for a Proposal Manager to join our team to support our federal program.

Primary Responsibilities
Proposal Manager will take responsibility for the development of compelling responses to federal/state contract opportunities. This includes all components of the response, e.g. identifying the opportunities, developing capability matrix and win themes, preparing responses including Executive Summaries, Technical Content, Past Performance etc. content that aligns with the opportunity’s objectives, and requirements (SOW, PWS etc.). The Proposal Manager will have a strong technical understanding to quickly interpret iCatalyst offerings and translate this into language aimed at both a business and a technical user and/or decision maker. The candidate will successfully collaborate with different teams to develop compelling, technically accurate proposals, while adhering to strict deadlines and compliance requirements of the opportunity.
Some high-level duties include but not limited to:
- Proposal Leadership and Management
- Maintain a pipeline of opportunities using SAM, FAA eFAST, GMAS, OASIS+ (8(a) and Small Business, GSA 8(a) Stars III, PIEE, Symphony, NASA SEWP, GSA eBuy etc. and prepare an annual plan and roadmap for the bids.
- Lead the full federal proposal lifecycle, including kickoff, schedule creation, storyboard development, color-team reviews, production, and secure submission.
- Analyze all Sections, SOW/PWS, amendments, and attachments etc.; develop compliance matrices, outline templates, volume structures, and page budgets.
- Manage deadlines, deliverables, reviews, and cross-functional collaboration across technical, management, pricing, contracts, legal, HR/staffing, and security teams.
- Maintain rigorous version control, configuration management, and audit trails throughout the proposal effort.
- Content Development and Quality
- Author, edit, and refine compliant and persuasive content including Executive Summaries, Technical and Management Volumes, Transition Plans, Past Performance, and Key Personnel sections.
- Integrate win themes, discriminators, customer hot buttons, competitor analysis, and capture strategy into proposal narratives and graphics.
- Ensure all submission artifacts (PDFs, forms, signatures, certifications) meet federal/state requirements and agency-specific formatting standards.
- Compliance and Governance
- Ensure proposals adhere to FAR/AMS/DFARS, agency supplements, OCI/FOCI requirements, subcontracting rules, and internal corporate governance standards.
- Support completion and verification of Representations & Certifications, Small Business Subcontracting Plans, and pricing assumptions/BOEs.
- Coordinate with security to ensure proper handling of CUI, classified addendums, personnel clearances, and facility clearance requirements.
- Pricing and Contractual Coordination
- Align closely with Pricing/Finance on cost and price volume development, including labor categories, rate cards, indirect, fee strategy, and price-to-win considerations.
- Work with Contracts and Legal on terms and conditions, subcontractor agreements, teaming arrangements, NDAs, and agency-mandated forms.
- Submission and Post-Submission Activities
- Oversee production, formatting, graphics, compliance checks, and secure proposal delivery via government portals (e.g., FAA eFAST, GMAS, OASIS+, GSA Stars III, PIEE, Symphony, NASA SEWP, GSA eBuy).
- Manage Q&A responses, Evaluation Notices (ENs), clarifications, final proposal revisions (FPR), and BAFO submissions.
- Conduct lessons learned, debrief analysis, and integrate improvements into proposal processes and libraries.
- Process Improvement and Knowledge Management
- Maintain and enhance proposal templates, SOPs, checklists, and repositories of reusable content by agency/vehicle (IDIQ, GWAC, BPA).
- Track KPIs including win rate, capture-to-bid conversion, color-team performance, and proposal development cycle time.
- Supervise and manage tasking of proposal team staff.
- Participate in other projects as required.

Experience/Qualifications
- Minimum of 10 years in technical writing or developmental editing role
- Ability to support multiple projects
- Fast-paced, deadline-driven environment requiring flexibility, attention to detail, and strong organizational skills
- Ability to manage complete proposal in its entirety
- Occasional travel for conferences, kickoffs, orals, customer meetings, and partner engagements
Education
- Position requires BS/BA degree in Business Administration, Journalism, Computer Science, English, Technical Writing or similar discipline from an accredited university.
